A successful consortium is not a list of introductions. It begins with a defined gap in eligibility, experience, local presence, team or financial capacity and becomes viable through clear roles, responsibilities and evidence.
Start with a qualification-gap map
Map every criterion to existing capability, available evidence and gaps. A partner should close one or more score-bearing gaps; fully overlapping capability often adds coordination cost without adding qualification value.
Verify the partner independently
Verify legal registration, ownership, licenses, disputes and debarment, claimed projects, client references, financial capacity, proposed staff and conflicts of interest through official sources or auditable documents. A logo and profile deck are not due diligence.
Match the association form to the tender
A joint venture, contractual consortium and subconsultancy can have different consequences for liability, scoring and signatures. Some notices require joint and several liability or a lead member. The specific notice and legal review govern.
Write the collaboration governance before bidding
Define the lead, service shares, deliverable ownership, information access, bid cost, pricing decisions, guarantees, intellectual property, confidentiality, dispute resolution and exit conditions. Ambiguity merely transfers risk into delivery.

Not necessarily. Local presence may be useful or mandatory, but selection should follow the real gap, eligibility, track record, conflicts and ability to collaborate.
