Invitation for Bids Date: 1 September 2026 Loan No. Loan 4785-THA and TA 10795-THA: Climate-smart Health Services System and Title: Enhancement Project Contract No. CW06: Construction of 18-storey Doctor and Nursing Dormitory Building - and Title: Maharat Nakhon Ratchasima Hospital Deadline for Submission of 9 October 2026 at 14:00 hours (Kingdom of Thailand Time) Bids: 1. The Kingdom of Thailand has received financing from the Asian Development Bank (ADB) toward the cost of Climate-smart Health Services System Enhancement Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Maharat Nakhon Ratchasima Hospital, Ministry of Public Health (“the Employer”) invites sealed bids from eligible Bidders for the Construction of 18-storey Doctor and Nursing Dormitory Building in Maharat Nakhon Ratchasima Hospital (“the Works”). The Works comprise of: The comprehensive construction, structural engineering, and technical commissioning of an 18-story residential facility, featuring a total usable area of approximately 21,020 square meters and a height of 60.4 meters. The core scope encompasses the construction, architectural finishing, and engineering systems of the residential building, fully integrated with complete building services and centralized MEP infrastructure suitable for a medical staff dormitory. 3. Open competitive bidding – National advertisement will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure without Prequalification and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: a) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. b) Average Annual Construction Turnover: Minimum average annual construction turnover of THB342 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years c) Financial Resources: Availability of, or access to, liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement of at least THB57 million, net of its financial obligations for its own current contract commitment. If a Bidder is a joint venture, all partners combined must meet the requirement amount, one partner must meet at least THB23 million and each other partner(s) must meet at least THB14 million. d) Construction Experience: Participation as a contractor or Joint Venture partner in at least one contracts that have been satisfactorily and substantially completed within the last 10 years counting up to the bid submission deadline and that are similar to the proposed works, where the value of the Bidder’s participation under each contract exceeds THB364 million. The similarity of the Bidder’s participation shall be based on the construction of high-rise buildings and extra-large buildings as defined by the Ministerial Regulation No. 33 (B.E. 2535) e) For the above or other contracts executed during the period stipulated in d), a minimum construction experience is required in the following key activities: i. A pre-bid meeting shall take place on 14 September 2026 at 11:00 am. (Local Time, Bangkok, Thailand) at the Maharat Nakhon Ratchasima Hospital. Bidders are requested to notify Maharat Nakhon Ratchasima Hospital through the above-mentioned e-mail at least 72 hours in advance of names (up to a maximum of two people) of those who will attend. 8. Deliver your bid  to the address below: Construction Room, Procurement Subsection Outpatient and Administration Building 6th Floor, Maharat Nakhon Ratchasima Hospital 49 Changpueak Road, Nai Mueang Subdistrict Mueang District, Nakhon Ratchasima 30000 Thailand  on or before the deadline: 9 October 2026 at 14:00 hours (Kingdom of Thailand Time)  together with a Bid Security as described in the Bidding Document. Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend. Late bids will be rejected. 9. When comparing Bids, Domestic Preference shall not be applied. 10. Please note that the Construction Cost is jointly funded by ADB’s loan, which covers 80% of the procurement cost, and the Government of the Kingdom of Thailand, which shall provide a 20% counterpart fund. The 7% rate of value-added tax (VAT) applies only to the portion financed by the Government of the Kingdom of Thailand’s counterpart fund.
