Objective and Purpose of the Assignment
The Government of Bangladesh (GoB) is actively promoting Public–Private Partnerships (PPP) to
enhance infrastructure development, improve logistics efficiency, and attract private investment.
Inland Container Depots (ICDs) are critical components of the country’s logistics chain,
facilitating container handling, customs clearance, and multimodal transport integration with ports
and railways.
To support the growing container traffic demand of Dhaka–Gazipur industrial corridor
and reduce congestion at existing ICDs, particularly Kamalapur, Bangladesh Railway (BR), under the
Ministry of Railways (MoR), is developing the Dhirasram Inland Container Depot (DICD).
The DICD is the largest inland container depot and the first full-fledged ICD with a PPP component
in Bangladesh, located between Dhaka and Gazipur along the Dhaka-Chattogram rail corridor.
Under a
financing agreement that combines a sovereign loan and a PPP, the Asian Development Bank (ADB) is
preparing a loan project to finance the substructure, comprising soft soil treatment and earthworks
with elevated ground level for disaster resilience;
the Government will finance the land
acquisition and the construction of the rail link to the railway network;
and a
concessionaire/operator will provide equipment, information and communication technology (ICT)
systems, and operations and maintenance (O&M) services under an Equip–Operate–Maintain (EOM) model.
The project is designed to handle containerized cargo for Dhaka and surrounding industrial regions,
provide intermodal connectivity with Chattogram Port, support rail-based freight movement, improve
logistics efficiency, reduce transport costs, and enhance export competitiveness.
ADB, through its Office of Markets Development and PPP (OMDP), is providing Transaction Advisory
Services (TAS) to support structuring, procurement, and implementation of the PPP component.
ADB
intends to engage a Technical Consultant to support the TAS team in conducting technical due
diligence, developing operational concepts, and preparing technical inputs for the PPP transaction.
