1. Project objective

Objective and Purpose of the Assignment

The Office of Markets Development and PPP (OMDP) was established in 2014 to enhance the role of the

Asian Development Bank (ADB) in supporting and enabling governments of its developing member countries

(DMCs) to catalyze public and private capital investment for development purposes and generate economic

growth in Asia and the Pacific.

OMDP provides transaction advisory services to deliver bankable projects and coordinates and supports

the development and implementation of effective enabling environments for PPPs.

To help facilitate this

work, OMDP manages the Asia Pacific Project Preparation Facility (AP3F) and creates premier knowledge

products.

OMDP’s current work includes projects on digital infrastructure, renewable energy projects, transport,

water, sanitation, waste management, health services, and education.

ADB provides transaction advisory services (TAS) to public sector clients in structuring and procuring

viable PPP projects.

TAS are fee-based advisory services over the full range of activities associated

with the development, structuring, and procurement of project.

• conduct a high-level assessment of the commercial viability of projects based on their economic

rationale, ease of structuring and private sector interests, including developing financial models;

• provide assistance to OMDP in the implementation of existing and new TAS mandates;

• support origination and implementation of transaction advisory services (TAS) mandates in DMC

countries;

monitor, in coordination with the relevant government agencies, DMC regional divisions

• Develops strong relationships with internal and external clients and stakeholders.

• Engages with and provides quality advice to OMDP's clients in DMC countries directly on matters

relating to PPPs and TAS activities of OMDP

• General support for OMDP in DMC countries as needed.

Minimum Qualification Requirements

• Master's degree in management, economics or finance.

• At least 10 years of relevant experience in the field of financing, infrastructure or advisory

• Good analytical thinking;

• Experience in working in DMC;

• Ability to work collaboratively with teams;

• Excellent written and verbal communication skills in English;

Scope of Work

The assignment will help identify potential infrastructure projects (pipeline development) in ADB's

Developing Member Countries (the DMC countries), support OMDP in delivering TAS mandates, and provide

support to deliver OMDP's objectives.

The consultant will be responsible for establishing new client

relationships and maintaining existing ones within the context of project development and implementing

current mandates.

The consultant will support OMDP and the regional teams in ADB as required and will

report to OMDP.

Detailed Tasks and/or Expected Output

The consultant, as an OMDP team member, will:
