1. Project objective

Objective and Purpose of the Assignment

In the Lao PDR, medical equipment management at the Ministry of Health (MOH) faces challenges.

Equipment

is often in a poor state and repair resources are limited, so facilities rely on in-house capacity.

Skilled technicians are in short supply;

contractor funding and spare parts are difficult to source and,

as multiple departments manage equipment and record equipment status data manually, no reliable

mechanisms exist to monitor equipment status and ensure timely repair.

For these reasons, malfunctional

equipment is common at MOH facilities, and national health programs are unable to say with confidence

whether facilities have the equipment to perform essential health services.

These factors lead to

significant equipment downtime, with adverse impacts on health care delivery, and unnecessary referrals.

Malfunctioning equipment is a key cause of low antenatal care quality, and previous studies found that

only 1% of health centers and no district hospitals met all readiness criteria for basic and

comprehensive obstetric care.

The Asian Development Bank (ADB) approved the Improving the Quality of Health Care Project in August

2023.

The project supports quality of health care improvements in provincial and districts hospitals

across five provinces in the Lao PDR.

However, these improvements will be constrained by the medical

equipment management challenges outlined above, which are persistent across the whole country.

For this

reason, ADB is seeking a consultant team to help strengthen medical equipment management at MOH, with a

focus on Quality of Health Care Project facilities, and other ADB-supported health facilities in the

same provinces.

This team will comprise biomedical engineers, logistics experts, and systems analysts.

ADB is searching for a Medical Equipment Management Specialist – Team Leader for the consultant team.

Scope of Work

The team leader will be responsible for project activities and the consultant team during the program.

S/he will ensure each stage of the project is undertaken effectively from inception planning, team

onboarding, liaison with stakeholders, rapid intervention and establishing the project components.

S/he

will coordinate the consultant team in:

(i) Improvement of Medical Equipment Maintenance Guidelines and processes, and implementation of basic

computerized maintenance management system.

(ii) Improvement of Lao MOH medical warehouses and spare parts facilities through 5S change management.

(iii) Capacity building of government technical staff, with a focus on preventive maintenance and

maintenance service contract management.

Detailed Tasks and/or Expected Output

·

Coordinate the consultant team of this technical assistance project.

·

Design and manage medical equipment management intervention supported by the project.

·

Provide advice on the improvement of medical warehouse layout, operations, and disaster response

logistics through 5S or similar logistics improvement methodologies.

·

Coordinate support and capacity building to facility level staff capacity on medical equipment

management.

Focus areas include logistics, preventive and corrective maintenance, warranty and spare

parts planning, and managing support from private contractors.

·

Provide technical advice in the development of project team knowledge products and reviews.

·

Represent the team at meetings organized by other institutions and governments.

·

Conduct any additional tasks agreed with ADB project officer.

Minimum Qualification Requirements

The consultant will preferably have a master’s degree in logistics, humanitarian aid or related field.

The selected candidate should have at least 15 years of work experience in maintenance management and/or

health care logistics, ideally with government or multilateral agencies in Asia and the Pacific, with 5

years leading teams on logistics or medical equipment management projects.

Experience in leading

projects utilizing rapid project approach (Scrum Master or Agile project management certification) and

standard logistics methodologies such as 5S will be an advantage.

Working knowledge of ADB processes and

previous experience in the Lao PDR will be preferred.
