Objective and Purpose of the Assignment

Support the Governments of the Federated States of Micronesia (FSM), the Republic of the Marshall

Islands (RMI), and Palau to strengthen the coordination, planning, monitoring and reporting of foreignfunded and government-executed (FFGE;

i.e., when the government is responsible for procurement and

financial management during implementation) development assistance through improved institutional

arrangements, coordination frameworks, and information management systems.

The assignment will

strengthen the capacity of the ministries/departments of Finance of the RMI, FSM and Palau in the

proactive and performance-based management of the portfolio of foreign-funded projects in these

countries.

Scope of Work

The consultant will review the governments’ legal, regulatory and institutional arrangements for

managing the portfolio of FFGE projects.

The assignment will focus on strengthening the capacity of the

Ministries and Departments of Finance to plan, coordinate, monitor, assess performance, and report on

the FFGE portfolios of projects – with the objective to promote efficient and effective implementation

of the ongoing projects and to inform government decisions on future project pipeline.

The portfolio

management systems will be designed in consultation with the Office of Compact Management and Overseas

Development Assistance (CMODA) Office in the Federated States of Micronesia, the Government of Palau’s

National Planning and Development Office (NPDO) and Ministry of Finance, and the RMI MOF’s Economic

Policy, Planning and Statistics Office (EPSO) – to effectively link FFGE portfolio management and

pipeline with national development plans and strategies.

For each DMC, the consultant will:

(i) Review the government’s existing legal, regulatory, and institutional arrangements, development

partner coordination mechanisms, and mandates for managing and coordinating FFGE projects.

(ii) Conduct overview of ODA financing in the government development financing, including showing the

share of key development financiers (e.g., ADB, World Bank, JICA, US Government thru Compact) in the

government’s infrastructure spending.

(iii) Assess existing systems and processes used to plan, monitor, coordinate, and report on FFGE

projects and activities.

(iv) Liaise with department/ministries of finance, the CMODA Office, the NPDO in Palau, implementing

departments/ministries, and development partners to gather inputs and validate findings on FFGE

requirements and practices.

(v) Assess the capacity of existing coordination offices and institutions to manage and coordinate

development partner support and identify institutional, staffing, and process gaps.

(vi) Review and share with the governments the good practices on ODA management (including FFGE

projects) in Asia and the Pacific (including in small island developing states).

(vii) Develop suggestions on (i) legal and regulatory framework improvements for ODA management, (ii)

development partner coordination arrangements, and (iii) tools to strengthen planning, monitoring,

reporting, and management of FFGE projects, including on assessing the performance of the projects and

evaluation of their outcomes.

(viii) Provide recommendations to strengthen the role of CMODA, NPDO, and EPPSO in ODA management and

FFGE portfolio management.

Detailed Tasks and/or Expected Output

The expected outputs are:

1.

An inception report outlining the methodology, workplan, and initial assessment of ODA management

frameworks (with focus on FFGE projects) in the FSM, RMI, and Palau.

2.

Assessments (one per country) of the role of ODA financing in the country’s development financing

needs, existing ODA portfolio management and coordination arrangements, including institutional

mandates, coordination mechanisms, information management systems, and capacity constraints affecting

the planning, monitoring, reporting and coordination of FFGE projects in FSM, RMI, and Palau.

The

assessments will be based on in-country consultations with government oversight and implementing

agencies and development partners (e.g., ADB staff, WB, JICA, US Department of Interior).

3.

Drafts country-specific proposals for ODA management and coordination arrangements as well as project

performance assessment framework for FSM, RMI, and Palau, including proposed institutional arrangements,

coordination mechanisms, information management systems, reporting and planning tools.

The proposals

shall include practical tools and templates to support ODA portfolio management, coordination, and

reporting, including metrics to assess project implementation and proactivity measures to improve

project performance.

The proposals shall reflect and be based on applicable good practices on ODA

portfolio management in Asia and the Pacific.

The proposals shall be based on in-country consultations

with national and local government stakeholders (including with CMODA, NPDO, and EPSO) and development

partners.

4.

Final reports for each country comprising the assessments and proposals listed in items 2 and 3 above

and incorporating feedback from governments, development partners, and ADB.

The final reports should

include proposed terms of reference for ODA coordination arrangements, draft tools for portfolio

performance assessment, and time-bound action plan to improve ODA portfolio management and development

parter coordination in the country.

Reporting: the consultant will report to Country Operations Head, North Pacific and Principal Country

Officers in the three Country Offices.

On daily basis, the consultant will work with and report to the

Secretary/Minister of Finance and in FSM, Department of Transportation, Communication and Infrastructure

or designee.

All reports must be acceptable to the Department/Ministry of Finance and ADB.

The consultant will follow

the style and format of ADB TA consultant report.

The template will be shared with the consultant after

the issuance of the notice to proceed.

Minimum Qualification Requirements

The consultant should have (i) a university degree in economics, public administration, development

studies, public policy, or another relevant discipline, (ii) at least 10 years of job-relevant

professional experience in development cooperation, public sector management, public financial

management, development planning, or official development assistance coordination, and (iii) excellent

analytical, writing, and communication skills in English.

Experience in portfolio/project performance

management with ministries of finance, central planning agencies, ODA coordination offices, or

multilateral development banks as well as work experience in small island developing states in the

Pacific will be additional merits.
