1. Project objective

Objective and Purpose of the Assignment

The consultant will be assigned to the ASEAN Power Grid and Special Funds Unit (APGU) of the Southeast

Asia Department (SERD) in ADB Headquarters, Manila.

SERD leads the Asian Development Bank’s operations,

knowledge work, and partnerships in Southeast Asia.

APGU coordinates bank-wide activities related to the

ASEAN Power Grid (APG) and manages SERD’s ASEAN-related funds.

The ASEAN Catalytic Green Finance Facility (ACGF) is a permanent facility under the ASEAN Infrastructure

Fund (AIF), dedicated to accelerating green infrastructure investments in Southeast Asia.

It supports

ASEAN governments to prepare and finance infrastructure projects that promote environmental

sustainability and contribute to climate change goals.

The ACGF is owned by ASEAN governments and the

ADB and is managed by ADB’s APGU, formerly Green Finance Hub (SGFH) in SERD.

The ACGF has 10 cofinancing

partners, of which funds from 3 are managed by the ACGF through ADB administered trust funds: (i) GCFsupported ACGF Green Recovery Program, (ii) European Union- ACGF Trust Fund and (iii) United Kingdom (UK)

-ACGF Trust Fund.

The ACGF deploys funding from AIF, as well as concessional loans from the trust funds,

and in parallel from its other cofinancing partners to ADB projects.

It also funds technical assistance

activities to originate and prepare green/climate projects, enhance knowledge, and support policy and

planning work.

Between 2020 and 2025, ADB approved eleven ACGF eligible projects, with either AIF/ACGF

or partner cofinancing, or with substantial technical assistance from ACGF during project origination.

The Senior Advisor role is needed to provide dedicated technical and strategic support to APGU in

implementing the ACGF, particularly in deepening the project pipeline, strengthening origination, and

demonstrating clear partner additionality and value for money.

The role will also help maintain

partnership momentum by ensuring that partner support is translated into visible and measurable results,

while strengthening coordination across ADB, APGU, and operational teams.

Scope of Work

• The consultant will support APGU in implementing the ACGF to accelerate green infrastructure

investments in Southeast Asia.

• The consultant will undertake the assignment in accordance with ADB policies, procedures, and

applicable ACGF and RCF governance arrangements.

• In carrying out the assignment, the consultant will work closely with APGU staff, SERD management, and

relevant ADB operational teams, including staff within the Energy Sector Office, Private Sector

Operations Department, Office of Markets Development and Public–Private Partnership, resident missions,

safeguards and thematic teams, and other departments and offices as required.

• The consultant will represent APGU in weekly coordination meetings with the team managing the ACGF

programme at the UK Mission to ASEAN.

• The role will be based in the APGU, SERD in ADB HQ and report to the Unit Head, APGU.

Detailed Tasks and/or Expected Output

• Lead origination activities by engaging with ADB Project Officers to understand borrowing country

needs, and lead missions to support project origination and project preparation and mobilize support

from the ACGF resources and partnerships;

• Lead technical assistance work packages to support the ‘greening’ of project designs, including

drafting TORs and managing consultants;

• Ensure robust narratives of additionality for UK support to ensure value for money and impact

(including with respect to innovation, private finance mobilization, development impact, and UK

visibility/influence/growth agenda and co-benefits);

• Engage with senior ADB management to develop options for ACGF strategic development;

• Identify and facilitate partnership opportunities between the UK and the ADB through the course of

supporting projects and technical assistance activities, and contribute to raising FCDO profile within

the bank, and identify opportunities to increase FCDO visibility working with the ACGF Partnership

Manager;

and

• Support the wider FCDO-ADB partnership as it relates to infrastructure financing, technical assistance

and knowledge and capacity building work in Southeast Asia, as necessary.

Minimum Qualification Requirements

• Master's degree or equivalent in Finance, Economics, Energy, Infrastructure, or a related field;

University degree and at least 5 years specialized experience relevant to the position can be considered

• At least 10 years of relevant professional experience in infrastructure finance and investment

mobilization, preferably in nature, climate, energy or power sector;

International experience working in

several countries.

• Given the broad scope of ACGF, desirable expertise could from either a Nature, Infrastructure,

Climate, and Energy background or a Private Sector Development background, or some combination.

• Knowledge of the energy sector is desirable, as is sustainable finance and Nature-based Solutions.

• Experience of blended finance and de-risking tools in the context of infrastructure investments is

desirable, as is experience of working with both public and private sector stakeholders.

• Excellent written and oral communication skills in English.
