1. Project objective

Objective and Purpose of the Assignment

In Mongolia, the risks of permafrost melt, floods, droughts, heat waves, and dzuds (harsh winter

condition) alongside geophysical hazards are posing challenges to transport infrastructure, requiring

changes in infrastructure design, operation and maintenance.

In response, Mongolia’s National Adaptation

Plan underscores the need for revisiting and implementing standards, norms, and regulations to

incorporate climate resilience and adaptation measures.

The specialist will support implementation of

activities in Mongolia.

The technical assistance (TA) will develop, update, and build capacity for climate-resilient transport

infrastructure standards in Mongolia.

Major activities will include (i) conducting research to identify

existing gaps and priorities; (ii) preparing guidance documents on climate-resilient infrastructure

standards for the transport sector in Mongolia, and (iii) supporting capacity building to develop and

implement the guidance documents.

The TA outputs will improve infrastructure resilience in Mongolia by

encouraging the integration of climate and disaster resilience considerations into infrastructure

standards and projects.

It will demonstrate practical applications of climate-resilient infrastructure

standards and highlight their scalability across Asia and the Pacific.

Scope of Work

The consultant will provide technical expertise in climate-resilient road design and maintenance for the

development of a guidance document for a climate-resilient infrastructure standards for Mongolia and the

preparation of capacity building activities.

The consultant will review existing road design and

maintenance standards and propose updated standards incorporating appropriate climate and disaster

resilience measures into the infrastructure standards.

Detailed Tasks and/or Expected Output

The International Road Design Specialist will:

i) Review and a brief expert analysis report of the existing transport infrastructure standards in

Mongolia through desk research and literature reviews to identify the existing gap and priority subsector

(s) for the development of climate-resilient infrastructure standards;

ii) Participate in the kick-off mission to Mongolia and attend online or in-person consultation meetings

with relevant government agencies to identify key priorities and challenges related to climate-resilient

infrastructure standards;

iii) Prepare briefing documents and slides for consultation meetings, summarizing the findings from the

desk research and literature reviews;

iv) Identify climate vulnerabilities for transport infrastructure through desk research, literature

reviews, field visits, interviews, and/or data assessments, incorporating local climate data,

socioeconomic conditions, community needs, and the protection of vulnerable groups;

v) Submit a summary report after the kick-off mission and consultation meetings to the ADB project

officer;

vi) Built upon the outcomes of the kick-off mission and consultation meetings, provide expert input to

the development of a guidance document for a climate-resilient infrastructure standards (e.g.,

guidelines, manuals, standards) for the road transport sector of Mongolia in collaboration with

international and national consultants;

vii) Draft chapter(s) and section(s) on road design and maintenance of a guidance document for a climateresilient infrastructure standards, providing tailored recommendations, in collaboration with

international and national consultants;

viii) Generate at least five relevant templates, checklists, and tools as appendices to the guidance

document as requested, reflecting the local conditions and capacities, in collaboration with

international and national consultants;

ix) Improve the quality of the draft by reflecting comments and feedback from the ADB project officer

and other consultants;

x) Support the preparation of capacity building workshop(s) and provide training materials for

development, implementation and enforcement of climate-resilient infrastructure standards in road design

and maintenance, with case studies;

xi) Participate in the capacity building workshop(s) and give trainings on road design and maintenance;

xii) Participate in regular coordination meetings with the ADB project officer and consultants and

report the progress of the assigned tasks;

xiii) Perform other relevant tasks as needed.

Minimum Qualification Requirements

The expert shall have a master’s degree or above in civil engineering, transport planning or relevant

disciplines, with a minimum work experience of 15 years in road infrastructure design, maintenance and

planning.

At least 10 years of relevant work experience in developing road design standards is required.

Previous work experience in Mongolia or permafrost thaw areas is required.

Previous work experience of

ADB projects is highly desired.
