Project objective and employer selection criteria
1. Project objective
Objective and Purpose of the Assignment
The objective of the assignment is to support preparation of the school modernization component of the
STEP-UP project through (i) preparation of Detailed Project Reports (DPRs) for selected TVET
institutions, (ii) preparation of equipment upgrading plans for additional institutions, (iii) provision
of technical inputs to project design, implementation arrangements, and baseline indicators, and (iv)
technical advice on institutional strengthening and TVET modernization initiatives.
Scope of Work
The specialist will lead assessment and investment planning for selected TVET institutions and provide
technical inputs to project preparation.
The specialist will undertake field assessments, consult with
relevant stakeholders, prepare investment proposals, and advise the project team on institutional
strengthening and school modernization priorities.
The specialist will work closely with consultants
responsible for safeguards due diligence, digital infrastructure, innovation facilities, and other
project preparation activities.
The specialist will undertake two project preparation missions and
provide ongoing technical support between missions.
Detailed Tasks and/or Expected Output
Output 1.
Detailed Project Reports for around 10 Priority TVET Institutes
The specialist will prepare Detailed Project Reports (DPRs) for approximately 10 selected TVET
institutes to support project appraisal, costing, procurement planning, and implementation preparation.
The specialist will:
• assess the current condition, utilization, and training capacity of each institute;
• review existing infrastructure, workshops, laboratories, utilities, furniture, and learning facilities;
• assess equipment adequacy against priority occupations and training programs;
• identify infrastructure, equipment, and institutional strengthening requirements;
• define proposed investment packages and implementation priorities;
• provide inputs to investment estimates;
• recommend procurement packaging and implementation sequencing;
and
• prepare a DPR for each institute using a standardized format agreed with ADB and the government.
The DPRs will be prepared to the level required for project appraisal and procurement planning and will
not include detailed engineering design, architectural design, or bill of quantities.
The specialist will coordinate closely with:
• safeguards consultants responsible for environmental, social, climate, land, and other due diligence
assessments;
• digital infrastructure specialists responsible for digital systems, connectivity, and ICT
infrastructure requirements;
and
• innovation specialists responsible for innovation hubs, learning factories, entrepreneurship
facilities, and related spaces.
The specialist will incorporate the recommendations of these specialists into the DPRs, as appropriate.
Output 2.
Equipment Upgrading Plans for Additional Training Institutes
The specialist will prepare simplified equipment upgrading plans for approximately 25 additional TVET
institutes where major infrastructure investments are not proposed.
The specialist will:
• assess existing equipment and workshop facilities;
• identify equipment gaps against priority training programs and industry requirements;
• prepare prioritized equipment upgrading packages;
• recommend equipment specifications at a functional level;
• estimate costs;
and
• provide inputs to procurement packaging and project costing.
The equipment upgrading plans will focus on equipment modernization and replacement needs and will not
require preparation of full DPRs.
Output 3.
Inputs to Project Design, Baselines, and Implementation Arrangements
The specialist will support preparation of project design documents and implementation arrangements
related to institute upgrading and school modernization.
The specialist will:
• provide inputs to baseline values and targets for school modernization, equipment, training delivery,
industry engagement, and institutional performance indicators;
• contribute technical inputs to the design and results framework;
• support preparation of implementation arrangements related to institute upgrading investments;
• provide inputs to operation and maintenance arrangements for project-financed assets;
and
• contribute technical inputs to project costing, procurement planning, and implementation sequencing.
Output 4.
Technical Advisory Support on TVET Modernization
The specialist will provide technical advice to the project team on broader TVET modernization
initiatives linked to the project.
Areas of support may include:
• teacher upskilling and professional development approaches;
• assessor development and certification systems;
• industry partnerships and private sector cooperation models;
• work-based learning and apprenticeship approaches;
• learning factories and modernized training environments;
• governance and management arrangements for upgraded institutes;
and
• sustainability and utilization of project-financed investments
The specialist will review project outputs prepared by other consultants and provide technical
recommendations to ensure consistency with international good practice and project objectives
Minimum Qualification Requirements
• Advanced degree in social science, technology, or engineering
• 12 years’ experience working on TVET system development
• Demonstrated experience in planning investment projects with focus on developing detailed project
reports and equipment requirements in context multi-lateral development projects
• Demonstrated experience in setting up skills training centers such as center of excellence
• Significant work experience in at least one country in South Asia, experience in additional countries
in Asia is considered an advantage
• Fluent in English, writing and speaking
