Objective and Purpose of the Assignment
The Kyrgyz Republic Adaptation and Resilience Financing Facility (ARFF) is a proposed financial
intermediary facility designed to support the Kyrgyz Republic's transition toward climate-resilient
agriculture, sustainable energy, and water-efficient infrastructure.
The facility, financed on a grant
basis by the Strategic Climate Fund (SCF) under the Pilot Program for Climate Resilience, aims to
address critical financing gaps for climate adaptation in a country warming at twice the global average.
The ARFF will be implemented through Eldik Bank and will aim at micro, small, and medium-sized
enterprises (MSMEs) in the following technology areas:
• Water efficiency: drip irrigation systems, mobile sprinklers, hydroponic systems, and rain/snow
harvesting infrastructure.
• Resilient infrastructure: energy-saving greenhouses (targeting 20%+ emissions reduction), climatesmart storage facilities, and renewable energy installations (solar, wind, bioenergy).
• Sustainable land management: organic inputs (biofertilizers), afforestation, improved cookstoves,
and sustainable agricultural practices.
The objective of the consultancy assignments is to support the comprehensive design, structuring, and
due diligence of ARFF consistent with Eldik Bank’s Sustainable Finance Program.
This includes developing
the ARFF’s financial architecture, blended-finance structure, capitalization plan, eligibility criteria,
and fund-flow arrangements.
The TA consultants will define the adaptation lending window, including
target sectors, priority technologies, subproject appraisal criteria, climate adaptation taxonomy, and
performance indicators aligned with Paris Agreement requirements.
Comprehensive due diligence will be
undertaken to ensure technical robustness, financial sustainability, and compliance with ADB
requirements.
This will include technical, economic, and financial assessments;
climate risk and
vulnerability analysis;
Paris Agreement alignment assessment;
environmental and social safeguards
screening and documentation;
gender analysis and action planning;
integrity due diligence;
financial
management capacity assessments;
and risk assessment and mitigation planning.
The consultants will also
prepare detailed cost estimates, financing plans, disbursement arrangements, and implementation
frameworks.
In addition, the TA will develop institutional and operational arrangements necessary for
ARFF implementation, including governance structure, roles and responsibilities, reporting frameworks,
monitoring indicators, and results measurement systems.
All required project documents, linked reports,
and compliance instruments will be prepared to ensure timely approval, operational readiness, and
effective launch of the ensuing project.
Scope of Work
The TA consultants will support the design, structuring, and operational readiness of the Adaptation and
Resilience Financing Facility (ARFF) in line with Eldik Bank’s Sustainable Finance Program and ADB
requirements.
The assignment includes developing the ARFF’s financial architecture, blended‑finance and
capitalization structure, eligibility criteria, fund‑flow and disbursement arrangements, and defining
the adaptation lending window, including priority sectors, technologies, appraisal criteria, climate
adaptation taxonomy, and Paris Agreement–aligned performance indicators.
The consultants will undertake comprehensive technical, economic, financial, climate, environmental,
social, gender, fiduciary, integrity, and risk due diligence and prepare cost estimates, financing
plans, and implementation arrangements.
Institutional and operational frameworks, including governance,
roles and responsibilities, monitoring and reporting systems, and results measurement, will be
developed, along with all required project documentation and compliance instruments to support approval,
operationalization, and timely launch of the ensuing investment.
Detailed Tasks and/or Expected Output
1.
Climate adaptation framework design
• Prepare ARFF technical design, including but not limited to climate adaptation and resilience
framework, primary and secondary documentation.
• Ensure alignment with international best practices in climate resilience, adaptation finance, and
blended finance structuring.
• Ensure that the framework and documentation are compatible with ADB climate finance methodologies
and CIF investment criteria.

Climate impact metrics and monitoring • Develop climate impact metrics and monitoring systems, including adaptation and resilience indicators, emissions-reduction methodologies where mitigation co-benefits are relevant, output, outcome, and impact indicators suitable for financial intermediary operations. • Design MIS architecture for climate risk integration across credit lifecycle (screening → approval → monitoring → reporting). • Prepare standardized reporting templates aligned with international climate finance tracking principles and ADB reporting requirements. 4. Climate risk assessment and sectoral analysis • Assess climate risk exposure at the sectoral level, with a focus on agriculture, water, and energy. • Translate climate risk assessments into practical investment guidance, including priority adaptation measures, sector-specific resilience benchmarks, guidance for sub-project appraisal, and portfolio selection. • Provide support to Eldik Bank’s shortlisted MSMEs in preparation of feasibility studies and adaptation investment proposals. Minimum Qualification Requirements 1. The consultant should have an advanced degree in climate science, environmental economics, development finance, engineering, or a related field. 2. The consultant should possess at least 10 years of international professional experience in climate adaptation finance or resilience-focused programs. 3. Demonstrated expertise in climate finance is required, particularly in relation to adaptation finance or climate operations with multilateral development banks. 4. The consultant should have strong technical knowledge of climate risk assessment methodologies, resilience indicators, and adaptation metrics, as well as proven sector experience in agriculture, water, and/or energy sectors in climate-vulnerable contexts. 5. Familiarity with ADB or other multilateral development banks’ climate finance methodologies, project screening approaches, and reporting frameworks is highly desirable. 6. Experience in designing and implementing institutional capacity strengthening programs for financial institutions will be an advantage. 7. The consultant should also possess excellent analytical writing and verbal communication skills in English; knowledge of the Russian language would be considered an asset.
