TA-10645 REG: Strengthening Risk Management and Response to SEAH - Gender-based Violence (GBV)/SEAH Specialist - Team Leader (E-059425-001)

1. Project objective

Objective and Purpose of the Assignment

The Asian Development Bank (ADB) has launched a multi-region technical assistance (TA) project:

Strengthening Risk Management and Response to Sexual Exploitation, Abuse, and Harassment (SEAH) in ADB

sovereign and non-sovereign operations.

This TA is administered through the Gender Equality Division

(CCGE) under the Climate Change and Sustainable Development (CCSD) Department.

The TA will support Developing Member Countries (DMCs), in identifying SEAH risks and strengthening

systems for risk mitigation and response to SEAH identification and reporting in ADB sovereign and nonsovereign operations.

The TA will support the review of the Good Practice Note (GPN) on Addressing SEAH

in ADB-financed Projects with Civil Works.

Drawing from lessons learned from the rollout of the GPN, the

TA will also support the development of Standard Operating Procedures (SoPs) for the Grievance Mechanism

(GM) put in place under ADB’s Environmental and Social Framework (ESF 2024).

This will be complemented

by capacity development and awareness raising with government and non-government organizations to

effectively support ADB operations.

This TA has the following outcome: DMC’s capacity to manage risks and respond to SEAH incidents in ADBfinanced projects improved.

There are two outputs: (i) Data, knowledge and tools for SEAH risk

management and survivor-centered SEAH response systems enhanced; (ii) SEAH response systems in selected

DMCs enhanced.

The TA implementing agency will be ADB, led by CCGE in coordination with regional

departments, including resident missions in TA participating DMCs.

Scope of Work

ADB will recruit one international consultants (GBV/SEAH Specialist), - team leader.

The Consultants

will be responsible for providing oversight of the development of analytical tools to inform risk

management and responses to SEAH in selected DMCs;

and development of capacity development material and

delivery of training to project executing and implementing agencies (EA/IAs), contractors and service

providers in selected DMCs.

Detailed Tasks and/or Expected Output

Tasks and outputs will include the following:

a) Draft the guidelines for country-specific analytical SEAH toolkits

b) Peer review and finalize country-specific analytical toolkits ensure alignment with the requirements

for SEAH under ESF 2024

c) Support the development of training materials for SEAH risk management, standard operating procedures

(SOPs), and response to incidents for implementing agencies and selected contractors

d) Support development of a framework for required data and analysis for each DMC

e) Input into development of capacity development material as part of the streamlining process of ADB’s

approach to SEAH and support delivery of training as required

f) Support facilitation of and reporting on regional and national knowledge sharing events

Minimum Qualification Requirements

a) Advanced university degree (master’s degree) or equivalent in gender studies, social anthropology,

law and women’s rights, sociology, public health, or another field related to GBV/SEAH.

b) At least 10 years of humanitarian and/or development experience, including specific to women’s and

children’s rights, prevention, and response to GBV/SEAH.

c) Experience and knowledge of global good practice, policies and guidance related to GBV/SEAH and

centrality of protection and survivor-centered approach.

d) Expert knowledge of current SEAH developments and activities of multilateral development banks (MDBs)

and donors’ funds.

e) Experience developing SEAH complaint mechanisms as well as reporting and investigation procedures.

f) Proven expertise in policy development.
