Objective and Purpose of the Assignment

Nepal's Technical and Vocational Education and Training (TVET) system is entering a structural

transformation.

The recently amended Council for Technical Education and Vocational Training (CTEVT)

regulation permits modular qualifications and decentralized assessment, and an Asian Development Bank

(ADB) financed investment project will pilot the modular structure in seven to ten schools across all

provinces.

Current quality assurance was built for centrally set curricula and centrally administered

examinations.

Modular delivery and decentralized assessment multiply the points at which quality can

fail: more approval decisions, assessment at many sites, more providers including private ones, and

trainers teaching new modules.

Performance of the existing system is low, and the reform cannot succeed

on today's quality assurance (QA) mechanism.

Quality assurance (QA) needs to become more stringent, and

it needs to be designed for the modular and decentralized structure.

Assess the current quality assurance (QA) system, identify what must change for effective modularization

and decentralization, and develop the required quality assurance (QA) arrangements as a proposal to the

Government of Nepal, together with the implementation and investment approach for the project.

Scope of Work

The assignment will assess quality assurance (QA) arrangements for curricula and modules, the

affiliation of public and private training providers, trainer and assessor accreditation, assessment

centers, assessment results, and certification processes.

The work will comprise desk review and

stakeholder consultations.

The desk review will cover the amended Council for Technical Education and

Vocational Training (CTEVT) Act and regulations, current affiliation procedures, curriculum development

processes, examination and skills testing systems, and project documents related to modularization.

Consultations will be conducted with relevant CTEVT divisions responsible for curriculum, affiliation,

examinations, and skills testing;

the National Skills Testing Board (NSTB);

the Ministry of Education,

Science and Technology (MoES);

provincial ministries overseeing pilot schools;

selected pilot schools;

and private training providers.

Drawing on experience from South Asia, the assignment will develop

recommendations for strengthening and modernizing QA systems to support modular qualifications and

decentralized assessment.

Detailed Tasks and/or Expected Output

Task 1.

Assessment of current quality assurance.

Document how CTEVT assures curricula, affiliation of

schools including private providers, trainers, assessment and certification.

Compare rules with

practice.

The reference point is the modular structure and decentralized assessment as designed.

Output: an assessment of each current function stating the rule, the practice, and how it performs

including main implementation and governance challenges.

Task 2.

Gap analysis.

Identify which quality assurance functions the modular and decentralized system

requires that the current system does not perform or performs too weakly.

Tie each gap to the reform

feature that creates it.

Draw on the experience of comparable systems in South Asia to confirm what a

function must cover.

Output: a table of reform feature, required function, current status and gap.

Task 3.

Proposal for new QA practices.

Define the set of quality assurance procedures the modular and

decentralized system needs and specify each at design level: what is checked, against what criteria, by

which body, at what frequency or trigger, and with what consequence.

Cover module and curriculum

approval with a project period fast track and involvement of industry, affiliation and re-affiliation of

schools, trainer approval and periodic review, assessor and assessment center approval, and

certification decisions on decentralized results.

Output: outline a proposal for needed QA procedure, plus a short note on risk based prioritization and

digital support.

Task 4.

Proposal: institutional arrangement.

Set out which body holds which function and how they check

each other: developing versus approving, assessing versus certifying, affiliating versus monitoring,

with appeals outside the line of decision.

Position against existing government governance proposals and

provincial ownership of government TVET institutes.

Where a choice is political, such as where

certification sits during the transition, present two options with a recommendation.

Output: a function allocation table and a description of each unit with mandate and staffing.

Task 5.

Proposal: affiliation of private training institutions.

Building on the Task 1 findings, set out

what private providers must show to offer modules and run assessment, how affiliation links to

certification access, and whether current practices are effective for private training providers.

Based

on findings and international practices, identify effective ways to affiliate private training

providers.

The goal is to suggest procedures that create an attractive environment for private training

providers while enforcing effective QA.

Output: affiliation approach for private training providers in

view of the modular and decentralization freeform.

Task 6.

Implementation and investment approach.

Separate what needs investment from what needs only a

decision.

Specify which procedures run through directives and which need regulation or bylaw change.

Identify and cost investment items: quality assurance units, capacity development for QA officers,

verifiers, assessors and school internal QA, an IT system for quality assurance linked to the learner

record, and pilot period costs.

And identify project output and outcome indicators.

Sequence over the

five year project with handover to permanent administration.

Present the proposal to government

counterparts in Nepal, record feedback, and revise.

Output: instrument list, investment items with indicative cost, five year sequence, and the final

revised proposal.

Minimum Qualification Requirements

• Master’s degree (or higher) in social science, economics or a related field

• At least 8 years of experience in education and skills development working with national education

agencies, working on topics related to quality assurance, accreditation and certification policy

• Demonstrated experience working directly with national quality assurance agencies in South Asia on the

policy level

• Good knowledge of industry cooperation and sector skill councils in context of quality management of

training regulations and/or standards

• Some experience working with multi-lateral development bank is considered an advantage

• Work experience in more than one country is considered an advantage
