Background
2.
The Gujarat Skills Development Program (GSDP) aligns with Gujarat's vision of becoming a global
industrial hub through the outcome of an increased workforce with skills for priority industries.
This will be achieved through two key outputs: (i) strengthening the institutional foundation and
managerial capabilities of the Kaushalya Skill University (KSU) and its network of 11 Mega-ITIs and
affiliated training providers;
and (ii) enhancing access to quality skills training for priority
sectors, incorporating frontier technologies.

Priority sectors to be supported under the GSDP include (i) logistics, (ii) automotive, (iii)
manufacturing, (iv) IT/AI, (v) renewable energy, (vi) healthcare services, and (vii) agri-tech
services;
while frontier technologies include: (i) digital technologies (e.g.
metaverse, quantum
computing), (ii) physical technologies (e.g., autonomous driving and 3D printing), (iii) biological
technologies (e.g., organoids, genetic engineering).

The KSU was established in 2021 to deliver advanced skills programs on its campus, as well as
through its network of 11 mega-ITIs and affiliated industry institutions.
The new campus of KSU is
currently under construction and will become operational by the end of 2026.

The 11 mega ITIs have been established within existing ITI campuses, using existing ITI
management and administrative structures.
However, dedicated management, administrative, and
teaching staff have not yet been deployed.
A strategy for future advanced training programs in the
priority areas to be delivered at mega-ITIs has not been determined yet.
The KSU network shall
provide demand-driven short- and long-term industry-relevant courses, developed and certified by
KSU at NSQF 4 and above.
The TVET programs will have flexible entry and exit options, with applied
research and embedded apprenticeships to produce job-ready graduates.

The Labour, Skill Development and Employment Department (LSDE) is the executing agency of the
program.
The implementing agencies are KSU and the GSDS.
DET is responsible for the mega-ITIs.
B.
Scope of Consultant Support
7.
In the process of establishing KSU and its network, additional support will be provided through
a team of consultants to address the following challenges:
o establishing institutional governance and quality assurance systems for KSU and its network,
develop annual business plans and achieve national accreditation and international certification;
o establishing systems to develop and deliver new advanced training programs, and design curricula
in the priority areas;
o promoting and collaborating with affiliated institutions;
o enhancing industry participation and engagement to ensure industry relevant curricula;
o strengthen Mega-ITIs to ensure quality delivery of demand-driven and industry relevant advanced
training programs;
o initiating and strengthening partnerships and twinning arrangements with local and international
companies and training institutions;
o strengthening management and human resources in view of the complex and expanding network of Mega
ITIs and affiliated institutes;
o ensuring that training content and approaches align with industry needs and standards and promote
entrepreneurship and innovation;
o establishing professional development systems for teachers and instructors in collaboration with
industries to improve competencies of teaching staff;
o establishing a system to procure training equipment aligned with new industry relevant training
programs to be delivered at KSU and Mega-it is, offering state-of-the-art equipment and modern
training faculties;
and
o set up a monitoring & evaluation (M&E) system of KSU and its network to monitor outcome and
performance and regularly collect data on labor market and technology trends to inform KSU training
programs.
C.
The Consultant Team

Over a period of 24 months, a team of consultants will support LSDE, KSU, GSDM, DET and selected
11 mega-ITIs in the establishment of the KSU network.
Key consultants include: (i) International
team leader, (ii) national deputy team leader, (iii) international corporate planning manager, (iv)
facility development and procurement manager.

The international team leader and the national deputy team leader should be mobilized as soon as
possible, while other key consultants shall be deployed in a phased approach depending on the
progress.
10.
In addition to the team of key experts, a pool of Curriculum Development and Assessment
Specialists will provide technical support to develop new advanced courses in emerging
technologies.
A schedule to arrange course development in the priority areas will be facilitated by
the Team Leader and Deputy Team Leader in close collaboration with KSU and LSDE.
Curricula will be
prepared jointly with KSU.

Furthermore, a pool of experienced national management experts would be available to accelerate
the establishment of Mega-ITIs, strengthen linkages with local industries and support capacity
building of teachers to deliver advanced training programs in emerging technologies.
The need for
additional national management expertise will be determined by the Team Leader in collaboration
with LSDE and DET.

Background 2.
