Project objective and employer selection criteria
1. Project objective
Objective and Purpose of the Assignment
The Palau Public Utilities Corporation is responsible for responsible for the delivery of water supply
and sewage services throughout Palau.
The majority of PPUC’s water supply and sewerage assets are in
Koror and Airai, where about 78% of Palauans reside.
PPUC's sewage network in Koror services over 80% of
Koror population with approximately 3,000 connections.
PPUC has constructed a new sewage treatment plant
(sequencing batch reactor) at Malakal in Koror State and operates a small sewage treatment plant
(membrane batch reactor) in Melekeok State servicing the capital building and surrounding inhabitants.
In Palau’s other states, PPUC does not provide sewerage services.
The Government of Palau and PPUC have embarked upon a project, the Koror-Airai Sanitation Project
(KASP), to upgrade Koror’s sewerage systems.
The project, estimated to cost $32 million to deliver, is
financed by ADB, the Government, and PPUC, is currently being implemented.
The new wastewater treatment
plant at Malakal, financed through KASP, commenced operations in November 2021.
The project also funded
replacement of critical sewer network infrastructure and the refurbishment of sewer pumping stations.
Additional works required to fully commission the sewer network upgrades delivered by the project are
ongoing.
PPUC requires a project management advisor to assist PPUC deliver the additional works required to fully
upgrade the Koror sewerage network and to strengthen PPUC’s project management capacity.
Scope of Work
The project management advisor will assist PPUC’s Project Manager with the overall effective day-to-day
project management of remaining project activities including procurement, contract administration,
construction oversight, and reporting of the project's remaining tasks.
Detailed Tasks and/or Expected Output
The tasks of the Project Management Advisor include:
(a) Project Management
(i) Supporting PPUC's Project Management Unit (PMU) in overseeing and coordinating the overall
implementation of remaining KASP works to fully commission the new Koror sewer system.
(ii) Preparing and periodically updating a prioritized work plan to reflect remaining project
activities, ensuring the tasks and associated timeframes are realistic and achievable;
and updating the
project's performance and monitoring system.
(iii) Providing regular project progress monitoring and reporting, including monthly progress reports,
in accordance with the project performance monitoring system.
(iv) Providing regular, and on-request, briefings to the Minister of Finance, PPUC's Management, and
PPUC’s Project Manager.
(v) Reviewing contractor and vendor claims, including progress claims for payment from civil works
contractor and suppliers, and ensuring these are in order, recommend endorsement of payments to PPUC’s
Project Manager.
(vi) Ensuring efficient and effective implementation of remaining project activities including
troubleshooting, as required, to address actual and emerging project risks.
(vii) Assisting PPUC to manage the public relations aspects of the project;
and work in collaboration
with PPUC's Public Relations Officer, and relevant stakeholders to ensure effective dissemination of
project information to key stakeholders and the broader community in Palau;
(viii) Ensuring the implementation of environmental mitigation and monitoring measures as specified in
construction environmental monitoring plans and the timely submission of the project semi-annual
safeguards reports of acceptable quality.
(ix) Maintaining strong relationships with key stakeholders, through the development and implementation
of the stakeholder engagement and management plan.
(x) Provide coaching and mentoring to PMU staff using best project management practice.
(xi) Other project management tasks as reasonably requested by PPUC’s Project Manager and PPUC’s Chief
Executive Officer.
(b) Contract Management Tasks
(i) Monitoring contractor compliance with the contract terms and program and, where necessary issue
corrective notices to contractors to ensure the delivery of works and good to time and to budget.
(ii) Overseeing effective and regular supervision of works, including quality control tests to ensuring
that the works are executed in accordance with the Contract's technical specifications, procedures, and
approved designs and compliance with the construction environmental management and monitoring plan
(CEMP) and the construction schedule.
(iii) Assist PPUC’s Project Manager in administering works and goods contracts, including the processing
of progress certificates, review of extension of time and other claims, preparation of change orders,
and non-conformance notices;
and rigorous monitoring of contract implementation progress and cost
monitoring;
(iv) Reviewing contractor shop drawings and calculations, checking arrangements to ensure optimized
operation and maintenance, and verifying compliance with contract specifications.
(v) Reviewing equipment manufacturers' drawings and calculations to check arrangements for optimized
operation and maintenance and verify compliance with contract specifications.
(vi) Developing and implementing procedures, where required, to ensure adequate control of
manufacturing, factory tests, delivery, and acceptance of materials and equipment.
Overseeing the
unpacking and checking of the materials and equipment, following up on the delivery of delayed
components, and the processing of claims.
(vii) Reviewing proposals for equipment commissioning and acceptance testing and trial operation plans;
(viii) Responding to contractor requests for information in all matters related to interpreting contract
documents, ground survey controls, quality control testing, and other matters relating to the contract
under the project.
(ix) Maintaining a permanent record of all quantities for payment and test results.
(x) Where necessary, coordinating design changes to achieve to-time and to-budget delivery.
(xi) Preparing change orders, and assist with negotiations with the contractor to implement the changes.
Minimum Qualification Requirements
(i) Be an engineering graduate from an accredited college or university;
Registration as a Chartered or
Registered Professional Engineer is highly desirable.
(ii) A minimum of 10 years of experience in project manager role, including contract administration, for
water supply and/or sewerage projects;
(iii) A minimum of 10 years of progressively responsible experience in management, and contract
oversight of large water supply and sewerage projects.
(iv) Possess strong project management skills and ability to work within tight deadlines and budgets.
(v) Have good financial management skills (including preparing and managing project budgets).
(vi) Excellent leadership and people management, facilitation, negotiation, change management and
interpersonal skills.
(vii) Possess strategic planning knowledge and skills.
(viii) Demonstrate the ability to work with and in teams both inside and outside the organization.
(ix) Demonstrate the ability to think strategically to make decisions protecting the interests of the
PPUC
(x) Possess well-developed written and oral communication skills.
