Objective and Purpose of the Assignment

The objective of the assignment is to provide technical support to the executing and implementing

agencies and ADB during project start-up and early implementation, particularly in relation to the

recruitment, mobilization, management, and technical oversight of training firms engaged under the

project.

The consultant will provide specialized expertise on TVET systems, competency-based training,

trainer development, international skills standards, quality assurance, and industry-responsive training

delivery to ensure that project-supported training activities are technically sound, relevant to labor

market needs, and aligned with project objectives.

Scope of Work

The consultant will provide technical advisory and implementation support across all TVET-related

aspects of project start-up and early implementation.

The assignment will focus on:

recruitment and engagement of training firms;

quality assurance of technical specifications and TORs for training services;

review and assessment of technical proposals submitted by training firms;

support to project inception and implementation planning;

technical guidance on curriculum, training methodologies, trainer development, and international

standards;

coordination with government agencies, TVET institutions, industry partners, and project consultants;

and

monitoring of training firm mobilization and initial implementation activities.

The consultant will work closely with the project team, executing agency, implementing agencies,

participating institutions, and other technical experts engaged under the project.

Detailed Tasks and/or Expected Output

A.

Support Recruitment and Contracting of Training Firms

The consultant shall:

Review project documents, implementation arrangements, outputs, and training-related interventions to

ensure consistency of consulting requirements with project objectives.

Support preparation, refinement, and finalization of TORs, technical requirements, performance

standards, deliverables, and staffing requirements for training firms.

Review proposed training approaches and delivery models and recommend adjustments to enhance

effectiveness, scalability, quality, and sustainability.

Ensure that TORs appropriately incorporate:

competency-based training approaches;

industry requirements;

international standards and certification requirements;

training-of-trainers methodologies;

quality assurance arrangements;

gender-inclusive and socially inclusive approaches;

and

monitoring and reporting requirements.

Provide technical comments on procurement documentation related to recruitment of training firms, as

required.

B.

Support Technical Evaluation of Proposals

The consultant shall:

Review technical proposals submitted by training firms.

Assess the technical adequacy of proposed methodologies, work plans, staffing arrangements, and

implementation approaches.

Evaluate the relevance and quality of proposed international partnerships, accreditation arrangements,

industry engagement mechanisms, and certification systems.

Review qualifications and experience of key experts proposed by training firms.

Assess the feasibility and appropriateness of proposed training content, curricula, training materials,

and delivery arrangements.

Identify technical strengths, weaknesses, risks, and gaps in submitted proposals.

Provide written technical assessments and recommendations to support evaluation processes.

Assist the project team and evaluation committee by responding to technical queries and clarifications

related to TVET and training delivery matters.

Participate as technical adviser or resource person during evaluation discussions, as requested.

C.

Participate in Project Inception and Mobilization Activities

The consultant shall:

Participate in project inception missions and project start-up workshops.

Conduct consultations with the executing agency, implementing agencies, participating TVET institutions,

industry representatives, and other stakeholders.

Facilitate discussions on project implementation arrangements related to training and capacity

development activities.

Support development of detailed implementation schedules and mobilization plans for training activities.

Contribute to preparation of mission aide-mémoires, implementation notes, and action plans related to

TVET activities.

Identify implementation risks and propose mitigation measures during the start-up phase.

D.

Technical Advisory Support During Early Implementation

The consultant shall:

Provide ongoing technical advice on TVET reforms, skills development, competency-based training, and

workforce development.

Support review and adaptation of curricula, training packages, learning materials, and assessment tools

developed by training firms.

Advise on alignment of training programs with international standards, qualification frameworks,

certification requirements, and industry needs.

Support implementation of trainer development and training-of-trainers programs.

Review training delivery methodologies and recommend improvements to enhance training quality and

learner outcomes.

Provide technical guidance on establishment of quality assurance mechanisms for project-supported

training programs.

Support incorporation of digital learning and innovative training approaches, where appropriate.

Advise on integration of gender-responsive and inclusive practices into training delivery.

E.

Coordination and Stakeholder Engagement

The consultant shall:

Liaise with project stakeholders, participating TVET institutions, industry partners, accreditation

bodies, and training providers.

Facilitate technical discussions between government counterparts and contracted training firms.

Support harmonization of training activities across project components and participating institutions.

Participate in technical meetings, workshops, consultations, and review sessions as required.

F.

Monitoring and Quality Assurance

The consultant shall:

Review mobilization plans, inception reports, and work plans prepared by training firms.

Monitor implementation progress during initial stages of service delivery.

Assess compliance of training firms with contractual requirements and agreed technical standards.

Identify implementation bottlenecks and recommend corrective actions.

Review interim outputs and deliverables prepared by training firms and provide technical comments.

Prepare concise technical advisory notes and recommendations to support project management and decisionmaking.

Minimum Qualification Requirements

• Advanced degree in TVET, education, or related field.

• At least 10 years of experience in competency-based training systems and TVET reform.

• Demonstrated experience aligning standards, curricula, and teacher training.

• Experience with ADB or other multilateral development bank projects preferred.

• Strong experience working in Uzbekistan, Central Asia, and Caucasus.

• Strong written analytical and facilitation skills.
