Objective and Purpose of the Assignment

ADB is seeking to engage a Chief Digital Economy Expert to provide strategic and analytical guidance for

the technical assistance (TA) and to ensure the technical quality and coherence of work undertaken

across Outputs 1-3.

The assignment is intended to support a rigorous assessment of the policy, legal, regulatory, and

institutional environment for digital economy and e-commerce development, and to translate analytical

findings into practical policy recommendations, action plans, and knowledge products that are relevant

to government and market stakeholders.

The expert will serve as the lead international adviser on digital economy and e-commerce issues under

the TA, guiding the diagnostic study, supporting policy dialogue, reviewing analytical outputs produced

by the consulting firm, and advising on the relevance of training and operational tools to the digital

ecosystem context.

Scope of Work

The consultant will provide high-level technical leadership throughout implementation of the TA.

The

scope of work includes leading policy and institutional analysis across Outputs 1-3;

guiding the

diagnostic assessment, including policy, legal, and regulatory reviews;

advising on policy

recommendations and action plans;

supporting stakeholder consultations and policy dialogue;

and ensuring

that training content, operational approaches, and knowledge products are technically robust and

responsive to market realities.

The consultant will work closely with the ADB team leader and relevant ADB staff, the executing and

implementing agencies, the consulting firm, and other individual experts engaged under the TA.

The

consultant will also engage, as needed, with relevant public institutions, private sector digital

platforms, e-commerce ecosystem actors, development partners, and other stakeholders to ensure the TA's

outputs are well grounded in implementation realities and aligned with project acceptance criteria.

Detailed Tasks and/or Expected Output

The consultant will undertake the following tasks:

(i) Lead the policy and institutional analysis for Output 1, 2, and 3 to meet project acceptance

criteria.[1.1]

(ii) Guide the diagnostic assessment, including policy, legal, and regulatory reviews.

(iii) Provide expert inputs to the development of policy recommendations and action plans.

(iv) Review and quality-assure all analytical and policy deliverables produced by the firm.

(v) Advise on digital economy, platform governance, digital finance, and online safety measures.

(vi) Support stakeholder consultations and policy dialogues.

(vii) Provide guidance to ensure training content aligns with market and platform requirements.

(viii) Contribute to the operational model/toolkit and TA knowledge products.

Minimum Qualification Requirements

The consultant should have:

• A PhD in public policy, ICT or digital development, economics, or a related field.

• At least 10 years of international professional experience in digital economy policy, e-commerce

ecosystem development, digital inclusion, or related areas.

• Demonstrated expertise in policy, legal, regulatory, and institutional analysis related to the digital

economy and e-commerce.

• Proven experience developing or advising on policy recommendations, reform roadmaps, action plans, or

strategic frameworks in digital economy or e-commerce contexts.

• Strong track record of engagement with government agencies, private sector digital platforms, and

development organizations.

• Demonstrated experience reviewing and quality-assuring analytical and policy deliverables under

complex multi-stakeholder assignments.

• Strong understanding of issues affecting digital ecosystem development, including platform governance,

digital finance, online safety, and related policy dimensions.

• Excellent analytical, writing, facilitation, and communication skills, with the ability to engage

effectively with senior government officials, development partners, and private sector stakeholders.

• Experience supporting stakeholder consultations, workshops, and policy dialogue processes in

international development settings.

• Familiarity with gender-responsive digital development and digital inclusion approaches will be an

advantage.

• Prior experience in Asia and the Pacific and familiarity with ADB-financed technical assistance

operations will be an advantage.
