1. Project objective
Objective and Purpose of the Assignment
The objective of the assignment is to assess the current digital systems supporting Nepal's TVET sector
and propose recommendations to further enhance, AI-empower, and integrate the various systems, through
(i) an inventory and assessment of existing systems, data flows, and gaps; (ii) recommendations and a
target architecture for enhancing and integrating them; (iii) identification of AI applications that add
value, with their data prerequisites and safeguards;
and (iv) inputs to project design, costing, and
implementation arrangements for the digital component.
Scope of Work
The resource person will assess the existing digital systems of CTEVT, NSTB, the Ministry of Education
and Sports (MoES), MoLESS, the Department of Information Technology, and provincial offices;
consult
with relevant stakeholders;
and prepare recommendations for the project's digital and AI-enabled systems
component.
The resource person will work closely with the TVET Institutional Development and School
Modernization Specialist, who leads institute assessments and Detailed Project Reports, and will draw on
those assessments rather than duplicate them.
The resource person will undertake two missions coinciding
with the project preparation missions and provide support between missions.
Detailed Tasks and/or Expected Output
Output 1.
Assessment of Current Digital Systems
The resource person will:
• inventory existing systems used to manage (i) TVET learners such as enrolment, drop out, credit/course
completion, and job outcomes; (ii) private and public training provider affiliation and quality
assurance; (iii) assessment and certification of learners; (iv) management of qualification standards
and curricula; (v) tracking of apprenticeship and work-based learning;
and (vi) teacher support tools.
All assessment shall examine on which governance level data is collected and if unified systems are used
across the federal, provincial, and institute level, recording each system's owner, functions, users,
data and identifiers, technology, hosting, interfaces, cost, and support;
• map the main data flows from enrolment through assessment, certification, and employment, and identify
duplication, manual steps, and gaps in identifiers, interoperability, data quality, security, and data
protection.
This assessment shall explore how data flows will change through the handover of TVET
institutes from the national to the local level and decentralisation of assessments.
• assess the capacity to operate and sustain the systems, including IT staffing, hosting, and support at
CTEVT, NSTB, and provincial level;
and
• rate each system's readiness against the project's requirements, with inputs to ADB's digital risk
assessment.
Output 2.
Recommendations to Enhance, AI-Empower, and Integrate the Systems
The resource person will:
• propose a target architecture and integration approach, recommending for each system whether to
enhance, integrate, or replace it, with a single learner identifier linked to the National Identity
Number, open interfaces and data standards, and links to the school education, higher education, and
labour market systems;
• identify and prioritize AI applications that add measurable value, including the learning management
system, career guidance, and job matching envisaged under the project, specifying for each the data
prerequisites and safeguards, consistent with Nepal's National AI Policy 2082 (2025) and with human
accountability for decisions on learners and providers;
• recommend institutional arrangements, including ownership, data custodianship, hosting, IT staffing,
data protection, and sustainability;
and
• sequence the recommendations into a phased roadmap for 2027–2031, distinguishing immediate measures,
project-financed investments, and policy or regulatory prerequisites.
Output 3.
Inputs to Project Design
The resource person will:
• Outline investments needs and specifications to digitize and improve government digital systems
• provide indicative cost estimates including recurrent and operation and maintenance costs;
• Advice the ADB team how to scope and define procurement packages for the recommended digital
investments,
• Develop terms of reference for procuring needed services under the investment project
• provide inputs to the design and monitoring framework, implementation arrangements, and the digital
sections of project documents;
and
• present the findings at a validation workshop with MoES, CTEVT, NSTB, MoLESS, and the Department of
Information Technology during Mission 2, and finalize the recommendations accordingly.
Minimum Qualification Requirements
• Master’s degree or higher, ideally, in a related field
• Minimum of 6 years' experience in the assessment, design, and implementation of public sector
information systems, including education, TVET, skills, or labour market systems
• Demonstrated experience in digital assessment and systems integration
• Demonstrated experience in applying AI in education or related field(s), and in preparing
specifications and cost estimates for multilateral development projects
• Significant work experience in at least one country in ADB DMC;
