Objective and Purpose of the Assignment
The Indonesia national power utility Perusahaan Listrik Negara (PLN) is planning a significant
expansion of their transmission grid, as outlined in the national power sector development plan
(Rencana usaha Penyediaan Tenaga Listrik 2025-2034 [RUPTL]).
The RUPTL estimates $24 billion
investment is required between 2025-2034 for about 48,000km of transmission investments across
Indonesia.
PLN has requested the Asian Development Bank (ADB) to support development of a
Transmission Financing Framework to support the decision making on transmission grid expansion.
The objective of the Transmission Programming Framework consulting assignment is to (i) prepare
financial and other related criteria for PLN to prioritize RUPTL 2025-2034 transmission
investments, and (ii) prepare a Financing Strategy and Plan to screen and map transmission projects
according to the framework criteria.
