Project objective and employer selection criteria
1. Project objective
Background
The Central Bank of Sri Lanka (CBSL) is responsible for the licensing, regulation, and supervision of
the banking sector, which currently comprises thirty (30) licensed banks.
The existing supervisory
approach applied by CBSL is a blend of compliance-based supervision, which centers on verifying
adherence to prudential rules, regulations, and directions, and risk-based supervision (RBS), which
focuses on identifying, assessing, and monitoring the material risks faced by each institution and
allocating supervisory resources accordingly.
In line with International best practice the Core Principles for Effective Banking Supervision, CBSL is
in the process of transitioning from the current blended model of supervision to a full-fledged forwardlooking risk-based supervisory framework that would enable the Banking Supervisory function of CBSL to
focus greater attention and resources on banks and activities that pose the greatest risk to safety,
soundness, and financial stability.
A precondition for this transition is the availability of a supervisory workforce that is technically
equipped to apply RBS concepts, tools, and processes consistently across the banking sector.
This Terms
of Reference (ToR) sets out the scope, objectives, and content of a structured training program intended
to build this capacity among CBSL supervisors.
B.
Objective and Purpose of the Assignment
A.
Objective
The program has two closely linked objectives:
1.
To study and assess the current supervisory system of CBSL, including the extent and manner in which
risk-based elements are already applied alongside compliance-based supervision, and to identify the gaps
that need to be addressed for a transition to full-fledged RBS.
2.
To design and deliver a structured training program for approximately forty (40) CBSL supervisors
that orients them to, and builds their working understanding of the risk-based supervisory approach, so
that they are prepared to apply RBS tools and methodologies in their day-to-day supervisory work.
Scope of Work
The assignment shall cover the broad areas of work examination and supervision of licensed banks on both
solo basis and consolidated basis.
Detailed Tasks and/or Expected Output
1.
Diagnostic review of CBSL's current supervisory framework, including a review of relevant
legislation, directions, manuals, and supervisory practices currently in use for licensed banks.
2.
Assessment of the current balance between compliance-based and risk-based elements in the existing
supervisory cycle, and identification of capacity, process, and documentation gaps relative to a fullfledged RBS model.
3.
Identify areas/structures of BSD that to be improved/reviewed in order to support effective
implementation of RBS and the enforcement activities.
4.
Design of a structured curriculum for half day sessions spread over six months, training materials,
and case studies tailored to the Sri Lankan banking sector context.
5.
Delivery of the training program to approximately forty CBSL supervisors, combining conceptual
instruction with practical, hands-on application.
6.
Recommendations on the subsequent steps required to institutionalize RBS at CBSL.
7.
Exclusion: The Scope of work does not include development of Manuals, Guidance Notes, Risk Rating
Methodology, SOPs or any such documentation.
The development of such material may form part of the
second phase of the program which will be considered subsequently.

Sound working knowledge of international supervisory standards, including the Basel Core Principles for Effective Banking Supervision, and familiarity with supervisory practices applicable to emerging market and developing economy banking sectors. 4. Proven ability to design and deliver training, including case studies, workshops, and practical exercises, and to communicate technical concepts clearly to a professional supervisory audience. 5. Fluency in English, the working language of the training program. 6. Desirable Qualifications • A relevant postgraduate qualification in economics, finance, banking, or a related field, and/or recognized professional certification in banking supervision or risk management. • Familiarity with technical assistance provided by international financial institutions (e.g., the International Monetary Fund, the World Bank, the Financial Stability Institute, or regional central banking training institutes) in the area of risk-based supervision.
