*OFFICIAL USE ONLY GENERAL PROCUREMENT NOTICE Georgia Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project Road & Rolling Stock Sector GENERAL PROCUREMENT NOTICE (GPN) LOAN NUMBER: 9981-GE (WB); L01123A (AIIB) Project ID No. P513957 (WB); P001123 (AIIB) The Government of Georgia has received financing in the amount of US$ 372 million from the World Bank (WB) towards the cost of the Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this Project. The Project is co-financed by (i) the Asian Infrastructure Investment Bank (AIIB) in the amount of US$181.07 million1; and by (ii) the Asian Development Bank (ADB) in the amount of US$175 million. The financing agreements with AIIB and ADB are being processed and will be concluded in due course. The project will include the following components: Component 1: Improving Rail freight Performance and Sustainability (total cost US$387.23 million of which counterpart funding US$22.23 million; ADB US$175 million; WB US$190 million: This component will be implemented by Georgian Railways (GR) and co- financed by ADB and WB, with counterpart funding as well. The component will address three critical issues: (i) acquisition of locomotives; (ii) construction of an Electric substation or upgrading of existing electric substation(s), and (iii) institutional strengthening and the sustainability of GR. Sub-component 1.1: Acquisition of Electric Railway Locomotives for Enhanced Rail Capacity (total cost US$350 million of which ADB US$175 million and WB US$175 million): This component will finance the procurement of 45 new electric locomotives that comply with applicable environmental, safety, ergonomics, and technical standards, as well as their testing and commissioning. ADB will jointly cofinance this sub-component through an Investment Project Lending operation, with disbursements shared on a 50:50 pari passu basis. Procurement will follow World Bank procurement regulations and will be carried out under joint procurement arrangements, with the World Bank serving as the lead implementing partner. Sub-component 1.2: Construction of an electric substation or upgrade of electric substations (total cost of US$10 million, WB financed): This sub-component will finance construction of one electric substation or upgrade of electric substations to support operations of the new electric locomotives. The specific scope of construction or upgradation needs for electric substations will depend on the technical specifications of the locomotives procured and will be determined during project implementation. 1 EUR equivalent. Official Use Only *OFFICIAL USE ONLY Sub-component 1.3: Institutional Strengthening and Sustainability of GR (total cost US$27.23 million of which counterpart funding US$22.23 million and WB US$5 million). This sub-component complements investments in rolling stock by strengthening GR’s institutional, operational, and managerial capacity, thereby ensuring sustainable improvements in performance and financial viability. The remaining components (2, 3, 4 and 5) will be cofinanced with AIIB at equal share on a pari passu basis, according to the WB-AIIB Co-financing Framework Agreement. Component 2: Road Connectivity Improvements (total cost US$336 million): This component will be implemented through RD and will entail: Sub-component 2.1: Roads Civil Works (total cost US$315 million): This sub-component entails the construction of two four-lane segments of the Kakheti highway (Badiauri- Chalaubani and Chalaubani-Bakurtsikhe with a length of 21.7 km and 9.1 km, respectively); and construction of 36.6 km road between Gurjaani and Telavi, to further connect to the Kakheti highway. Sub-component 2.2: Project Management Support for Roads Sector (total cost US$21 million), will cover: (a) Incremental operating costs, project management, staff development (US$5 million) & (b) Project audit and supervision structure (US$16 million) will finance design review and construction supervision of the works under sub-component 2.1 and annual project audits. Component 3: Roads Sector Institutional Strengthening (total cost US$23 million): This component entails activities that enable RD institutional strengthening through the following sub-components: Sub-component 3.1: Digitalization and Intelligent Transport Systems (ITS) (US$21 million) will fund designing the building, the construction and equipment of RD’s centralized National Highway Control Center (NHCC), establish a national ITS by linking RD’s system to NHCC, and enable remote monitoring of road assets to improve RAMS functionality. Sub-component 3.2: Building Climate Resilience (US$2 million) will entail development of institutional frameworks and provision of tools within the RD to help strengthen climate resilience of the road network. Component 4: Economic Empowerment and Analytics for Regional Integration and Road Sector Sustainability (total cost of US$3.14 million). Component 5: Contingent Emergency Response Component (CERC) (US$0 million): This zero- dollar component is designed to provide swift response in the event of an eligible emerging crisis or emergency. SPN for construction of 36.6 km road between Gurjaani and Telavi is expected to be published in the third quarter of 2027 calendar year. SPN for construction and equipment of RD’s centralized National Highway Control Center (NHCC) is expected to be published in the third quarter of 2027 calendar year.
