General Procurement Notice (GPN) Country: Cambodia Project: Climate Adaptive Irrigation and Sustainable Agriculture for Resilience (CAISAR) Project No./ Grant No: S0452A Project Implementing Agency/Entity: Ministry of Water Resources and Meteorology (MOWRAM) 1. The Cambodia has applied for financing in the amount of seven hundred and twenty-five million three hundred and sixty nine thousand nine hundred and eighty Renminbi (RMB725,369,980) (‘Loan”) from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Climate Adaptive Irrigation and Sustainable Agriculture for Resilience (CAISAR) project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project is expected to be financed by Asian Infrastructure Investment Bank (AIIB) with co-financing from the International Fund for Agricultural Development (IFAD) and potentially the Green Climate Fund (GCF). The total project cost is estimated to be USD240 million. 2. The CAISAR project objective is to increase climate adaptation, mitigate the negative impact of extreme climate events, and improve the livelihoods of smallholder farmers and vulnerable rural communities in four provinces of Cambodia. The investment to be implemented include combining robust climate adaptation and water use management practices at farm level with climate-proofed irrigation and flood control infrastructure, developing institutional capacity to plan, maintain, and operate irrigation and flood control infrastructure, and promoting low-carbon strategies and climate-resilient agricultural practices. 3. The procurement activities to be carried out under this project include: the consulting services (“the Services”) include the preparation of the Detailed Engineering Design (DED) and tender package for Advanced Works for improvement of the Ou Ta Poung located in Pursat province, and the smaller schemes; Yutasast, Brambeai Mom and Stung Kraing Bat located in Kampong Chhnang, Kampong Speu and Kandal provinces, that are concerned with water management and infrastructure development. The works should consider the inputs from component 1 as both components (1&2) are inter-related and need to work together. 4. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Directive on Procurement Instructions for Recipients (PIR), and is open to all eligible firms and individuals as defined in the PIR. 1 After project/loan negotiations, the Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. According to the current Procurement Plan, the following contracts are subject to International Open Competitive Tendering (IOCT)/ International Open Competitive Selection (IOCS): a. AIIB-CAISAR-CS01: Project Management and Implementation Consultant b. AIIB-CAISAR-CS06: Preparation of Initial Environment Impact Assessment c. AIIB-CAISAR-G05: AWS Equipment for Meteorology Station and AHS Equipment for Hydrology Stations d. AIIB-CAISAR-G06: Water Information and Management System. 5.
