*OFFICIAL USE ONLY General Procurement Notice (GPN) Date: 29th May 2026 Country: KINGDOM OF CAMBODIA Project: National Restoration of Rural Productive Capacity Project - II Project No.: P000849 Loan No.: L0849A Project Implementing Agency/Entity: Ministry of Rural Development 1. The Royal Government of Cambodia (RGC) has received financing in the amount of US$ 80,000,000.00 equivalent from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the National Restoration of Rural Productive Capacity Project-II (NRRPCP-II), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. 2. The project will include the following components: Component 1. Rural Roads Rehabilitation and Climate-proofing. This will support upgrading and climate proofing of approximately 420 kilometers of existing rural roads, including either double bituminous surface treatment (DBST) or reinforced concrete (RC) surfacing, and the construction and improvement of drainage infrastructure. Component 2. Implementation Support and Capacity Building. This will support the procurement of firms and/or individual consultants to strengthen the project management capacity of the Project Management Unit (PMU), prepare technical documents and provide construction supervision. Consultants may also be engaged to design and deliver capacity building programs. Costs pertaining to the arrangement of capacity building actions may also be covered under this Component 2. Component 3. Goods. This will support the procurement of goods for the PMU and the Project Implementation Units (PIU) and may include equipment, furniture, software, vehicles, and motorcycles. The procurement under the abovementioned components is expected to include: • Works: civil works contracts for road rehabilitation, drainage improvement, bridge and culvert construction, slope protection, and associated infrastructure (Total of 03 packages); • Consulting Services: feasibility studies, detailed engineering design, construction supervision (01 package). 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Procurement Instructions for Recipients (July 26, 2024) (Procurement Instructions), and is open to all eligible firms and individuals as defined in the *OFFICIAL USE ONLY Procurement Instructions. 1 After project/loan negotiations, the Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. 4. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the Bank’s external website, MRD’s website and local newspapers or reliable social media. 5. Prequalification of suppliers and contractors will be required for the following contracts (NOT APPLICABLE). 6.
