The Government of Nepal (GoN) has received financing in the amount of US$ two million (USD 2,000,000) from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost for the preparation of the proposed Siddhartha Highway (Butwal-Pokhara Section) Improvement Project (the Project), and it intends to apply the proceeds to payments for consulting services to be procured under the Project Preparation Special Fund (PPSF) Grant (the Grant). 2. The objective of the Grant is to support and facilitate the preparation of the Project which aims to enhance connectivity, safety, and mobility along the Siddhartha Highway (Butwal- Pokhara Section) and the main activities include: Part I: Preparation of a Detailed Project Report, which shall include: a. (i) the engineering survey and investigation, design, drawing, Bill of Quantities (BOQ), cost estimation and preparation of bidding documents for the improvement option recommended by the implementing agency; and (ii) the contract modality shall be EPC/Design and Build contracts for tunnels and bridge viaduct, and item- rate contracts for road works. b. the strategic procurement planning and development of the Project Delivery Strategy (PDS) and Procurement Plan (PP) for the Project. Part 2: Environmental and Social Assessments, including but not limited to the preparation and updating of the Environmental and Social Impact Assessment/Environmental and Social Management Plan, Resettlement Plan, Stakeholder Engagement Plan, Labor Management Procedure, Gender Action Plan, and other environmental and social safeguard instruments in alignment with the Project’s Environmental and Social Management Planning Framework and the Bank’s Environmental and Social Standards in the Bank’s “Environmental and Social Framework”, dated February 2016, as amended February 2019, May 2021, November 2022 and June 26, 2024, and national regulatory requirements of the Recipient. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Directive on Procurement Instructions for Recipients (July 26, 2024) (Procurement Instructions), and is open to all eligible firms and individuals as defined in the Procurement Instructions. 4. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the Bank’s external website and the website of the Department of Roads: www.dor.gov.np/home/notices. 5.
