*OFFICIAL USE ONLY General Procurement Notice (GPN) Country: Brazil Project: Trade Recovery and Facilitation Project in Guaíba / Rio Grande do Sul Project No.: P00974 Loan No.: Project Implementing Agency/Entity : Special Projects Office – Guaíba City Hall 1. The Municipality of Guaíba has applied for financing in an amount of US$ 70,000,000.00 (seventy million US dollars) equivalent from the Asian Infrastructure Investment Bank (AIIB or the Bank) towards the cost of the “Guaíba/Rio Grande do Sul Trade Recovery and Facilitation Project”, and it intends to apply part of the proceeds to the payment of goods, works, non- consulting services and consulting services to be acquired under this project. 2. The project will include the following components: Component A: Investments in urban drainage and flood protection (Total cost: US$32.45 million; AIIB financing: US$17.95 million). This includes improvements to existing flood protection infrastructure, such as levees, pumps, and drainage systems, as well as the construction of additional infrastructure to mitigate future flood risks. Component B: Investments in the construction of a green industrial and logistics area (Total cost: US$15.95 million; AIIB financing: US$13 million). Located on elevated land 20 meters above sea level, this component will finance a climate- resilient logistics center designed to ensure uninterrupted operations during extreme weather events. Strategically positioned between the BR-116 and BR-290 highways, the center offers direct access to the Port of Rio Grande and Mercosur markets, reinforcing Guaí ba's role in regional and international supply chains. Component C: Investments in urban infrastructure and transportation access (Total cost: US$30.6 million; fully funded by AIIB). Focuses on rebuilding and strengthening roads and urban infrastructure damaged by flooding to improve connectivity and mobility in Guaí ba. Component D: Investments in climate monitoring, disaster risk management, and sanitation improvements (Total cost: US$4.75 million; AIIB financing: US$4.70 million). Covers the restoration of basic infrastructure and the implementation of climate monitoring, emergency warning, and risk mitigation systems. Component E: Investments in program and project management (Total cost: US$3.75 million; fully funded by AIIB). Supports the coordination, supervision, and effective implementation of all project components. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Directive on Procurement Instructions for Recipients (PIR dated July 26, 2024 or as updated), and is open to all eligible firms and individuals as defined in the Procurement Instructions. After project/loan negotiations, the Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. *OFFICIAL USE ONLY 4.
