General Procurement Notice 1. Funding Details The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Additional financing information: The Client has applied for: • a loan from the European Bank for Reconstruction and Development (EBRD) in the amount of 50.000.000,00 EUR, • an IPA grant in the amount of 6.000.000,00 EUR , and • a loan from the European Investment Bank (EIB) in the amount of 60.000.000,00 EUR. 2. Information on the Project Project Description: Implementation of a part of the program titled: “Investment Program for Construction, Reconstruction and Rehabilitation of Main Roads 2025 – 2029”. The part of this Program related to the rehabilitation of main roads aims to improve the quality of main roads, the level of service, and to increase the level of safety for road users. The rehabilitation of main roads will focus on mitigating the consequences of climate change, increasing the safety of road users, which includes, among other things, the rehabilitation of asphalt pavements, drainage facilities, slope protection, and measures to increase the safety of vulnerable categories in traffic. Other Information The Loans and the Grant will be used to procure the following: • Civil works contracts for construction of road sections and completion of bypasses and rehabilitation of the existing main road network, and • Consultancy services contracts for project detailed designs, detailed designs audit, construction/rehabilitation supervision, technical assistance and IRAP survey. Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. The proceeds of the Loan or Grant administered by the Banks will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country. Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP).
