INSTRUCTIONS TO APPLICANTS

1.

Scope of Services

1.1.

The Pakistan Airports Authority (hereinafter referred to as "the Employer")

intends to engage consultancy services for the assignment namely

"Consulting Services for Planning, Design and Construction Supervision for

the New Departure Level Bridge, Extension of Concourses and Allied Works

at Allama Iqbal International Airport (AIIAP), Lahore."

1.2.

The Consultant shall provide comprehensive consultancy services for

Planning, Design, Procurement Support and Construction Supervision for the

New Departure Level Bridge, Extension of Concourses and Allied Works at

Allama Iqbal International Airport (AIIAP), Lahore, including but not limited to

the following:

1.2.1.

Project Planning & Feasibility: Review existing airport infrastructure,

traffic conditions, passenger handling capacity and ongoing/related

projects;

undertake feasibility and viability studies, assessment of

alternatives, cost-benefit analysis, traffic forecasts and recommend

the most technically, economically and operationally viable solution.

The feasibility and options assessment shall specifically evaluate the

alignment, geometric and operational compatibility of the proposed

new Departure Level Bridge and Passenger Movement Bridge with (a)

the newly extended Passenger Terminal Building (Domestic side,

west/left) and (b) the proposed future terminal expansion

(International side, east/right), in line with the configuration indicated

in PAA's layout drawing, including Lane-1 and Lane-2 connections.

1.2.2.

Surveys & Investigations: Carry out all necessary site surveys, traffic

surveys/counts, investigations and geotechnical investigations,

including soil exploration, testing, bearing capacity, settlement

analysis, groundwater assessment and recommendations for

foundations/ground improvement.

Utility detection and mapping

surveys (including GPR scanning and/or trial pitting/potholing as

necessary) for all existing storm water drainage, sewerage, water

supply, electrical (HT/LT) and communication/IT utilities within and

adjacent to the footprint of the new bridge, its foundations/piers and

the proposed pedestrian connector structures, cross-verified against

as-built records held by PAA/CAA and the respective utility-owning

agencies.

1.2.3.

Traffic & Landside Planning: Undertake traffic impact and capacity

analysis, queue and delay assessment, Level of Service (LOS)

analysis and develop solutions to improve traffic circulation and

accommodate projected demand, while considering VIP access,

parking and other landside interfaces, direct connection from lower

ground car park levels to the concourse to avoid pedestrian crossing

at on-grade pick-up lanes and to ensure efficient passenger

movement system between parking, concourses and terminal

facilities.

1.2.4.

Architectural & Engineering Design: Develop conceptual, preliminary

and detailed designs for the new departure level bridge, extension of

associated concourse areas and allied infrastructure, including

architectural, structural, civil, MEP, drainage, utilities, fire protection,

accessibility, landscaping, traffic management, wayfinding and

security-related requirements.

Accordingly, spaces to be proposed for

passenger and commercial amenities including but not limited to

dedicated washrooms, Food & Beverages, Airline Services, Banking &

ATMs, Hotel and Vehicle Registration kiosks, Tourism Information

Desks etc.

Design of the steel-structure pedestrian bridge connections

with canopy roofing shown in the layout, linking the new Departure

Level Bridge/Passenger Movement Bridge to (a) the extended

Domestic terminal on the left and (b) the proposed future International

expansion on the right, including architectural continuity/wayfinding

with the existing and expanded terminal, canopy glazing/cladding and

roof drainage, accessibility (ramps/lifts) and smoke management/firelife-safety design appropriate to a covered pedestrian walkway over

an active apron/roadway.

1.2.5.

Structural & Infrastructure Design: Design new bridge structures and

extension of concourses, foundations, decks, piers, transoms,

expansion joints, barriers and other structural components, including

assessment/reinforcement of existing structures and foundations

where required, considering applicable loading, seismic, wind,

dynamic, durability, serviceability and safety requirements.

Preferably

steel structure for the concourse extended weather protected area

having Aluminum cladded steel roof with skylights.

Structural steel

design of the pedestrian connector bridges and canopy (framing,

connections, bearings and expansion/movement joints to

accommodate differential movement between the new bridge, the

existing terminal structure and the future international expansion),

corrosion protection and fire-rating of structural steel, and

seismic/wind design of the canopy structure.

1.2.6.

Integration with Existing & Planned Facilities: Ensure seamless

integration of the proposed works with the existing airport

infrastructure, Passenger Terminal Building expansion and other

ongoing/planned developments, including assessment of alternative

arrangements for the existing departure bridge, concourse and dropoff facilities.

Structural and architectural tie-in with the two specific

adjoining developments shown in the layout — the completed

Domestic terminal extension (left) and the proposed future

International expansion (right) — including design of interim/temporary

closure details and future-proofed structural interfaces (e.g., stub

connections, embedded plates, expansion provisions) on the

International side to permit connection when that expansion is

subsequently built.

1.2.7.

BIM Implementation: Develop and maintain a coordinated BIM model

(LOD 400/500) covering architectural, structural, MEP,

traffic/wayfinding and other relevant disciplines, including 4D/5D

coordination, clash detection, asset tagging and preparation of an asbuilt BIM model for future operation and facility management.

Provide

BIM-related training/capacity building to designated personnel of the

Procuring Agency.

1.2.8.

Project Approval & Procurement Support: Prepare/update PC-I,

engineering estimates, rate analysis, quantity take-offs, technical

specifications, construction/IFC drawings, prequalification documents, e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 38 of 64

bidding documents and other procurement-related documentation,

and provide assistance during prequalification and bidding/evaluation

processes.

1.2.9.

Construction Supervision & Project Management: Act as the Engineer

in accordance with the applicable FIDIC provisions and provide

comprehensive construction supervision/project management services

through an appropriately staffed resident team, ensuring compliance

with approved designs, drawings, specifications, quality standards,

construction schedules and contractual requirements.

Supervision of

utility protection/relocation works and coordination with utility-owning

agencies and with the ongoing/parallel terminal-expansion

contractor(s) to avoid work-front conflicts and maintain uninterrupted

airport operations, passenger flow and life-safety systems during

construction .

1.2.10.

Contract Administration & Financial Management: Administer the

works contract, review Contractor’s submissions, shop drawings, work

programmes and procurement schedules;

certify IPCs and final

payments;

evaluate variations and claims;

assist in resolution of

contractual issues/disputes;

maintain project records and prepare

cost/progress reports and relevant Planning Commission

documentation.

1.2.11.

Quality, Safety & Environmental Management: Establish and monitor

QA/QC procedures, inspect works and materials, review testing and

commissioning, monitor Contractor’s HSE arrangements and ensure

implementation of appropriate safety, environmental and operational

requirements, particularly considering that the works are within an

operational airport environment.

Review of temporary works and

erection method statements for the structural steel pedestrian

bridge/canopy, and safety monitoring of utility diversion works and any

works within live airside/landside operational zones.

1.2.12.

Field Design Support Services (FDSS): Provide design support during

construction, including finalization/issuance of IFC drawings, review of

Contractor’s shop/working drawings, clarification of design issues,

review of proposed design revisions/material substitutions, and timely

resolution of design discrepancies, omissions or unforeseen site

conditions.

Field design support specific to tie-in works at the

interfaces with the existing terminal, the Domestic extension and

(when triggered) the future International expansion, and to resolution

of design issues arising from utility diversions encountered during

construction.

1.2.13.

Utility Identification, Impact Assessment & Relocation Design: Identify

all existing storm water drainage, sewerage, water supply, electrical

(HT/LT) and communication/IT utilities within and adjacent to the

project footprint;

assess the impact of the new bridge foundations,

piers, connector structures and canopy on such utilities;

prepare

protection-in-place measures where relocation is not warranted and

detailed relocation/diversion design (including temporary and

permanent diversions) where required;

prepare cases to obtain No-

Objection Certificates (NOCs) and approvals from the concerned

utility-owning entities (including relevant PAA services, the water &

sewerage agency, the power distribution company, and

telecom/communication operators);

and supervise utility

protection/relocation works during construction, coordinating

temporary diversions so as to maintain uninterrupted airport

1.2.14.

Post-Construction & Close-Out Services: During the Defects

Notification Period, undertake periodic inspections and supervision of

remedial works;

facilitate handing/taking-over, prepare final project

documentation, as-built drawings and BIM as-built model,

maintenance schedules/manuals, PC-IV/other close-out

documentation and assist the Procuring Agency in project close-out

2.

Submission of Applications

2.1.

Pakistan Airports Authority (PAA) invites application s from qualified consultants

or Joint Ventures of consultants (hereinafter referred to as “Applicant(s)) to

undertake the “Consulting Services for Planning, Design and Construction

Supervision for the Extension of Departure Level Bridge at Allama Iqbal

International Airport (AIIAP), Lahore."

2.2.

Applications for Expression of Interest must be prepared in accordance with the

instructions provided herein and should be clearly label l ed "Application for

Expression of Interest “Consulting Services for Planning, Design and

Construction Supervision for the Extension of Departure Level Bridge at Allama

Iqbal International Airport (AIIAP), Lahore”.

Applications shall only be

submitted electronically through the EPADS V2.0 platform .

2.3.

The Applicant is expected to examine all instructions, forms, and terms in the

Expression of Interest Documents and to furnish with its application all

information or documentation as is required by the Expression of Interest

Documents.

2.4.

All pages of the Expression of Interest Documents should be sequentially

numbered, stamped, and signed or initialed by an authorized representative.

2.5.

The Application as well as all correspondence and documents relating to the

Expression of Interest exchanged by the Applicant and the Employer, shall be

written in English language.

Supporting documents and printed literature that

are part of the Application may be in another language, provided they are

accompanied by an accurate translation of the relevant passages in the

English language, in which case, for purposes of interpretation of the

Application, the translation shall govern.

2.6.

Applicants are required to respond to all questions and provide complete

information as specified in this document.

Any false statements or omissions

of essential information may result in the disqualification of the Applicant.

2.7.

Applicants may request clarifications regarding the contents of the

Expression of Interest Documents in writing.

Responses to such queries will

be provided in writing within three working days, provided that the requests

are received at least seven calendar days before the deadline for submission

of the Expression of Interest Documents.

2.8.

The Employer reserves the right to amend the Expression of Interest

Documents at any time prior to the submission deadline by issuing addenda.

Any such addenda shall become an integral part of the Expression of Interest

Documents and will be communicated in writing to all parties by uploading

through the EPADS V2.0 platform.

2.9.

The Employer may, at its sole discretion, extend the deadline for the

Scope of services

1.1. The Pakistan Airports Authority (hereinafter referred to as "the Employer") intends to engage consultancy services for the assignment namely "Consulting Services for Planning, Design and Construction Supervision for the New Departure Level Bridge, Extension of Concourses and Allied Works at Allama Iqbal International Airport (AIIAP), Lahore." 1.2. The Consultant shall provide comprehensive consultancy services for Planning, Design, Procurement Support and Construction Supervision for the New Departure Level Bridge, Extension of Concourses and Allied Works at Allama Iqbal International Airport (AIIAP), Lahore, including but not limited to the following: 1.2.1. Project Planning & Feasibility: Review existing airport infrastructure, traffic conditions, passenger handling capacity and ongoing/related projects; undertake feasibility and viability studies, assessment of alternatives, cost-benefit analysis, traffic forecasts and recommend the most technically, economically and operationally viable solution. The feasibility and options assessment shall specifically evaluate the alignment, geometric and operational compatibility of the proposed new Departure Level Bridge and Passenger Movement Bridge with (a) the newly extended Passenger Terminal Building (Domestic side, west/left) and (b) the proposed future terminal expansion (International side, east/right), in line with the configuration indicated in PAA's layout drawing, including Lane-1 and Lane-2 connections. 1.2.2. Surveys & Investigations: Carry out all necessary site surveys, traffic surveys/counts, investigations and geotechnical investigations, including soil exploration, testing, bearing capacity, settlement analysis, groundwater assessment and recommendations for foundations/ground improvement. Utility detection and mapping surveys (including GPR scanning and/or trial pitting/potholing as necessary) for all existing storm water drainage, sewerage, water supply, electrical (HT/LT) and communication/IT utilities within and adjacent to the footprint of the new bridge, its foundations/piers and the proposed pedestrian connector structures, cross-verified against as-built records held by PAA/CAA and the respective utility-owning agencies. 1.2.3. Traffic & Landside Planning: Undertake traffic impact and capacity analysis, queue and delay assessment, Level of Service (LOS) analysis and develop solutions to improve traffic circulation and accommodate projected demand, while considering VIP access, parking and other landside interfaces, direct connection from lower ground car park levels to the concourse to avoid pedestrian crossing at on-grade pick-up lanes and to ensure efficient passenger movement system between parking, concourses and terminal facilities. e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 37 of 64 1.2.4. Architectural & Engineering Design: Develop conceptual, preliminary and detailed designs for the new departure level bridge, extension of associated concourse areas and allied infrastructure, including architectural, structural, civil, MEP, drainage, utilities, fire protection, accessibility, landscaping, traffic management, wayfinding and security-related requirements. Accordingly, spaces to be proposed for passenger and commercial amenities including but not limited to dedicated washrooms, Food & Beverages, Airline Services, Banking & ATMs, Hotel and Vehicle Registration kiosks, Tourism Information Desks etc. Design of the steel-structure pedestrian bridge connections with canopy roofing shown in the layout, linking the new Departure Level Bridge/Passenger Movement Bridge to (a) the extended Domestic terminal on the left and (b) the proposed future International expansion on the right, including architectural continuity/wayfinding with the existing and expanded terminal, canopy glazing/cladding and roof drainage, accessibility (ramps/lifts) and smoke management/firelife-safety design appropriate to a covered pedestrian walkway over an active apron/roadway. 1.2.5. Structural & Infrastructure Design: Design new bridge structures and extension of concourses, foundations, decks, piers, transoms, expansion joints, barriers and other structural components, including assessment/reinforcement of existing structures and foundations where required, considering applicable loading, seismic, wind, dynamic, durability, serviceability and safety requirements. Preferably steel structure for the concourse extended weather protected area having Aluminum cladded steel roof with skylights. Structural steel design of the pedestrian connector bridges and canopy (framing, connections, bearings and expansion/movement joints to accommodate differential movement between the new bridge, the existing terminal structure and the future international expansion), corrosion protection and fire-rating of structural steel, and seismic/wind design of the canopy structure. 1.2.6. Integration with Existing & Planned Facilities: Ensure seamless integration of the proposed works with the existing airport infrastructure, Passenger Terminal Building expansion and other ongoing/planned developments, including assessment of alternative arrangements for the existing departure bridge, concourse and dropoff facilities. Structural and architectural tie-in with the two specific adjoining developments shown in the layout — the completed Domestic terminal extension (left) and the proposed future International expansion (right) — including design of interim/temporary closure details and future-proofed structural interfaces (e.g., stub connections, embedded plates, expansion provisions) on the International side to permit connection when that expansion is subsequently built. 1.2.7. BIM Implementation: Develop and maintain a coordinated BIM model (LOD 400/500) covering architectural, structural, MEP, traffic/wayfinding and other relevant disciplines, including 4D/5D coordination, clash detection, asset tagging and preparation of an asbuilt BIM model for future operation and facility management. Provide BIM-related training/capacity building to designated personnel of the Procuring Agency. 1.2.8. Project Approval & Procurement Support: Prepare/update PC-I, engineering estimates, rate analysis, quantity take-offs, technical specifications, construction/IFC drawings, prequalification documents, e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 38 of 64 bidding documents and other procurement-related documentation, and provide assistance during prequalification and bidding/evaluation processes. 1.2.9. Construction Supervision & Project Management: Act as the Engineer in accordance with the applicable FIDIC provisions and provide comprehensive construction supervision/project management services through an appropriately staffed resident team, ensuring compliance with approved designs, drawings, specifications, quality standards, construction schedules and contractual requirements. Supervision of utility protection/relocation works and coordination with utility-owning agencies and with the ongoing/parallel terminal-expansion contractor(s) to avoid work-front conflicts and maintain uninterrupted airport operations, passenger flow and life-safety systems during construction . 1.2.10. Contract Administration & Financial Management: Administer the works contract, review Contractor’s submissions, shop drawings, work programmes and procurement schedules; certify IPCs and final payments; evaluate variations and claims; assist in resolution of contractual issues/disputes; maintain project records and prepare cost/progress reports and relevant Planning Commission documentation. 1.2.11. Quality, Safety & Environmental Management: Establish and monitor QA/QC procedures, inspect works and materials, review testing and commissioning, monitor Contractor’s HSE arrangements and ensure implementation of appropriate safety, environmental and operational requirements, particularly considering that the works are within an operational airport environment. Review of temporary works and erection method statements for the structural steel pedestrian bridge/canopy, and safety monitoring of utility diversion works and any works within live airside/landside operational zones. 1.2.12. Field Design Support Services (FDSS): Provide design support during construction, including finalization/issuance of IFC drawings, review of Contractor’s shop/working drawings, clarification of design issues, review of proposed design revisions/material substitutions, and timely resolution of design discrepancies, omissions or unforeseen site conditions. Field design support specific to tie-in works at the interfaces with the existing terminal, the Domestic extension and (when triggered) the future International expansion, and to resolution of design issues arising from utility diversions encountered during construction. 1.2.13. Utility Identification, Impact Assessment & Relocation Design: Identify all existing storm water drainage, sewerage, water supply, electrical (HT/LT) and communication/IT utilities within and adjacent to the project footprint; assess the impact of the new bridge foundations, piers, connector structures and canopy on such utilities; prepare protection-in-place measures where relocation is not warranted and detailed relocation/diversion design (including temporary and permanent diversions) where required; prepare cases to obtain No- Objection Certificates (NOCs) and approvals from the concerned utility-owning entities (including relevant PAA services, the water & sewerage agency, the power distribution company, and telecom/communication operators); and supervise utility protection/relocation works during construction, coordinating temporary diversions so as to maintain uninterrupted airport operations throughout e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 39 of 64 1.2.14. Post-Construction & Close-Out Services: During the Defects Notification Period, undertake periodic inspections and supervision of remedial works; facilitate handing/taking-over, prepare final project documentation, as-built drawings and BIM as-built model, maintenance schedules/manuals, PC-IV/other close-out documentation and assist the Procuring Agency in project close-out and audit observations e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 40 of 64 2. Submission of Applications 2.1. Pakistan Airports Authority (PAA) invites application s from qualified consultants or Joint Ventures of consultants (hereinafter referred to as “Applicant(s)) to undertake the “Consulting Services for Planning, Design and Construction Supervision for the Extension of Departure Level Bridge at Allama Iqbal International Airport (AIIAP), Lahore." 2.2. Applications for Expression of Interest must be prepared in accordance with the instructions provided herein and should be clearly label l ed "Application for Expression of Interest “Consulting Services for Planning, Design and Construction Supervision for the Extension of Departure Level Bridge at Allama Iqbal International Airport (AIIAP), Lahore”. Applications shall only be submitted electronically through the EPADS V2.0 platform . 2.3. The Applicant is expected to examine all instructions, forms, and terms in the Expression of Interest Documents and to furnish with its application all information or documentation as is required by the Expression of Interest Documents. 2.4. All pages of the Expression of Interest Documents should be sequentially numbered, stamped, and signed or initialed by an authorized representative. 2.5. The Application as well as all correspondence and documents relating to the Expression of Interest exchanged by the Applicant and the Employer, shall be written in English language. Supporting documents and printed literature that are part of the Application may be in another language, provided they are accompanied by an accurate translation of the relevant passages in the English language, in which case, for purposes of interpretation of the Application, the translation shall govern. 2.6. Applicants are required to respond to all questions and provide complete information as specified in this document. Any false statements or omissions of essential information may result in the disqualification of the Applicant. 2.7. Applicants may request clarifications regarding the contents of the Expression of Interest Documents in writing. Responses to such queries will be provided in writing within three working days, provided that the requests are received at least seven calendar days before the deadline for submission of the Expression of Interest Documents. 2.8. The Employer reserves the right to amend the Expression of Interest Documents at any time prior to the submission deadline by issuing addenda. Any such addenda shall become an integral part of the Expression of Interest Documents and will be communicated in writing to all parties by uploading through the EPADS V2.0 platform. 2.9. The Employer may, at its sole discretion, extend the deadline for the submission of Expression of Interest applications either on its own initiative or in response to requests from prospective Applicants, by issuing a corrigendum. 2.10. To facilitate the evaluation process, the Employer may request clarifications of any submitted information. Such requests shall be made in writing, and responses must be provided within a reasonable period, not to exceed five days. If an Applicant fails to provide the requested clarifications by the specified date and time, the application will be evaluated based solely on the information originally submitted. 2.11. The Applicant shall bear all costs associated with the preparation and submission of its Application. The Employer will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the Expression e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 41 of 64 of Interest process. 3. Evaluation/ Expression of Interest Criteria 3.1. General 3.1.1. Applicants shall be evaluated for shortlisting based on the criteria set forth in Clauses 3.2 to 3.3, which pertain to the Applicant’s Financial Soundness, General and Specific Experience and Personnel Capability, as demonstrated by the information provided in the Forms included herein. The experience and resources of Sub-Consultants shall not be considered in assessing the Applicant’s compliance with the qualifying criteria. However, in the case of Joint Ventures, the experience and resources of all participating firms will be evaluated in accordance with Clause 5. 3.1.2. The Employer reserves the right to verify or request clarification of any information submitted by Applicants. Any application containing false statements knowingly made by the Applicant, or any information provided in connection with the application that is incorrect in any respect and was intended to influence the Employer’s decision on shortlisting, may be rejected. Additionally, the Employer will take appropriate action in accordance with the PPRA regulatory framework concerning corrupt and fraudulent practices. 3.2. Mandatory Requirements 3.2.1. All Applicants must fulfill the mandatory requirements specified below and provide the supporting documentation accordingly. The documents submitted shall be considered final, and no amendments or additional submissions will be accepted thereafter. Failure to comply with the mandatory requirements set forth below will result in the application being deemed non-compliant and may lead to the disqualification of the Applicant. The mandatory requirements are outlined as follows: 3.2.1.1. Valid registration with the Pakistan Engineering Council (PEC) as a consultant. 3.2.1.2. The PEC registration mentioned in Clause 3.2.1.1 must include registration in Project Profile Codes 1215, and 1216 Service Codes of 0532, 0537 and 0546. In the case of a Joint Venture (JV), at least one member of the JV must meet this requirement. 3.2.1.3. All foreign consulting firms intending to participate in this procurement process must comply with the Pakistan Engineering Council (PEC) Bye-Laws. The foreign firm must hold a valid PEC registration as a Consulting Engineer/Consulting Firm under the Consulting Engineers/Consulting Firms Registration Regulations, permitting it to provide consultancy services in Pakistan. Foreign firms must participate through a Joint Venture (JV) with a Pakistani consulting firm duly registered with PEC. At the shortlisting stage, firms shall submit a Letter of Intent (LOI) to form a JV, executed on the letterhead of each JV partner, confirming their mutual commitment to jointly pursue this assignment. Project-specific PEC registration of the JV, as required under the PEC Bye-Laws, shall not be e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 42 of 64 required at the PQ stage. Firms found technically qualified at the PQ stage shall, as a condition for participation in the Request for Proposals (RFP) stage, submit evidence of the JV's project-specific registration with PEC, duly issued in accordance with the applicable PEC Bye-Laws, prior to or along with submission of the RFP. Failure to provide such project-specific registration at the RFP stage shall render the JV ineligible for further evaluation. 3.2.1.4. Registration with the Federal Board of Revenue (FBR) as an active taxpayer. For foreign firms participating in a JV, registration with the relevant authority in the jurisdiction of their registration is required. 3.2.1.5. Valid Registration with Securities & Exchange Commission of Pakistan (SECP). In case of Foreign Consultants participating in JV, Certificate of Incorporation in the firm’s Country of Origin is required. 3.2.1.6. Letter of Application ( Annexure A ), duly signed by an authorized representative of the Applicant. 3.2.1.7. Joint Venture agreement or a letter of intent to form such an agreement, duly signed by all members (in the case of a Joint Venture). 3.2.1.8. Power of Attorney (on non-judicial Stamp Paper valuing PKR 500) specifically authorizing the authorized representative to sign and submit the application for Expression of Interest on behalf of the Applicant. 3.2.1.9. Affidavit of non-Blacklisting on judicial stamp paper to the effect that the firm/ JV/ Consortium partner(s) has never been blacklisted with any Government Department/ Agency/ Authority 3.3. Detailed Evaluation After the initial screening of all Applicants, a detailed evaluation shall be undertaken using the following criteria based on the scoring system as follows: 3.3.1. Evaluation Criteria: The Applicants are required to qualify by meeting the minimum qualifying threshold in individual categories and overall qualification points as well . In the case of a Joint Venture (JV), the JV must collectively qualify the criteria as given hereunder : Category Points Max. Points Min. Qualifying threshold A. Points (1) Average Annual Turnover of the Applicant Average Annual turnover for any three of last five financial years. Form A-4 shall be filled in this regard. [05 marks if average annual turnover of any three of last five financial years is PKR 500 million or above.] Average Turnover = (Year 1 + Year 2 + Year 3) ÷ 3 [For average turnover of less than PKR 500 million, marks shall be awarded as per following formula: (A × 5 / 500), where ‘A’ is average annual turnover in Million] 05 (2) Average Annual Working Capital Average Annual Working Capital for any three of last five financial years. Note: For the Applicant’s experience, either independent or as a member of JV, marks shall be awarded if the “Completion of Services (Design and/or Supervision)” and any other supporting document (clearly stating the date of completion of either Services and project cost) of the respective project is submitted with Form A-2 and A-3 . A particular project for an engineering design service can only be claimed against one of the sub-criteria below. Criteria, sub-criteria for assessment of Experience Points [1] Experience in General Engineering Consultancy Services General Experience of all types of engineering design consultancy services in the last ten (10) years for projects having a minimum overall Completion/Estimated Cost of PKR 1,000 million for local/ US $ 3.5 Million for foreign JV partner. [2] Experience in Roads & Highways Projects Experience of Engineering Design Services for Road and Highways projects with a minimum cost of the project of Rs 2,000 million for local / US $ 7.0 Million for foreign JV partner in the last fifteen (15) years. 1.1. The Pakistan Airports Authority (hereinafter referred to as "the Employer") intends to engage consultancy services for the assignment namely "Consulting Services for Planning, Design and Construction Supervision for the New Departure Level Bridge, Extension of Concourses and Allied Works at Allama Iqbal International Airport (AIIAP), Lahore." 1.2. Structural steel design of the pedestrian connector bridges and canopy (framing, connections, bearings and expansion/movement joints to accommodate differential movement between the new bridge, the existing terminal structure and the future international expansion), corrosion protection and fire-rating of structural steel, and seismic/wind design of the canopy structure. 1.2.6. Integration with Existing & Planned Facilities: Ensure seamless integration of the proposed works with the existing airport infrastructure, Passenger Terminal Building expansion and other ongoing/planned developments, including assessment of alternative arrangements for the existing departure bridge, concourse and dropoff facilities. Structural and architectural tie-in with the two specific adjoining developments shown in the layout — the completed Domestic terminal extension (left) and the proposed future International expansion (right) — including design of interim/temporary closure details and future-proofed structural interfaces (e.g., stub connections, embedded plates, expansion provisions) on the International side to permit connection when that expansion is subsequently built. 1.2.7. BIM Implementation: Develop and maintain a coordinated BIM model (LOD 400/500) covering architectural, structural, MEP, traffic/wayfinding and other relevant disciplines, including 4D/5D coordination, clash detection, asset tagging and preparation of an asbuilt BIM model for future operation and facility management. Provide BIM-related training/capacity building to designated personnel of the Procuring Agency. 1.2.8. Project Approval & Procurement Support: Prepare/update PC-I, engineering estimates, rate analysis, quantity take-offs, technical specifications, construction/IFC drawings, prequalification documents, e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 38 of 64 bidding documents and other procurement-related documentation, and provide assistance during prequalification and bidding/evaluation processes. 1.2.9. Construction Supervision & Project Management: Act as the Engineer in accordance with the applicable FIDIC provisions and provide comprehensive construction supervision/project management services through an appropriately staffed resident team, ensuring compliance with approved designs, drawings, specifications, quality standards, construction schedules and contractual requirements. Supervision of utility protection/relocation works and coordination with utility-owning agencies and with the ongoing/parallel terminal-expansion contractor(s) to avoid work-front conflicts and maintain uninterrupted airport operations, passenger flow and life-safety systems during construction . 1.2.10. Contract Administration & Financial Management: Administer the works contract, review Contractor’s submissions, shop drawings, work programmes and procurement schedules; certify IPCs and final payments; evaluate variations and claims; assist in resolution of contractual issues/disputes; maintain project records and prepare cost/progress reports and relevant Planning Commission documentation. 1.2.11. Quality, Safety & Environmental Management: Establish and monitor QA/QC procedures, inspect works and materials, review testing and commissioning, monitor Contractor’s HSE arrangements and ensure implementation of appropriate safety, environmental and operational requirements, particularly considering that the works are within an operational airport environment. Review of temporary works and erection method statements for the structural steel pedestrian bridge/canopy, and safety monitoring of utility diversion works and any works within live airside/landside operational zones. 1.2.12. Field Design Support Services (FDSS): Provide design support during construction, including finalization/issuance of IFC drawings, review of Contractor’s shop/working drawings, clarification of design issues, review of proposed design revisions/material substitutions, and timely resolution of design discrepancies, omissions or unforeseen site conditions. Field design support specific to tie-in works at the interfaces with the existing terminal, the Domestic extension and (when triggered) the future International expansion, and to resolution of design issues arising from utility diversions encountered during construction. 1.2.13. Utility Identification, Impact Assessment & Relocation Design: Identify all existing storm water drainage, sewerage, water supply, electrical (HT/LT) and communication/IT utilities within and adjacent to the project footprint; assess the impact of the new bridge foundations, piers, connector structures and canopy on such utilities; prepare protection-in-place measures where relocation is not warranted and detailed relocation/diversion design (including temporary and permanent diversions) where required; prepare cases to obtain No- Objection Certificates (NOCs) and approvals from the concerned utility-owning entities (including relevant PAA services, the water & sewerage agency, the power distribution company, and telecom/communication operators); and supervise utility protection/relocation works during construction, coordinating temporary diversions so as to maintain uninterrupted airport operations throughout e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 39 of 64 1.2.14. Submission of Applications 2.1. Pakistan Airports Authority (PAA) invites application s from qualified consultants or Joint Ventures of consultants (hereinafter referred to as “Applicant(s)) to undertake the “Consulting Services for Planning, Design and Construction Supervision for the Extension of Departure Level Bridge at Allama Iqbal International Airport (AIIAP), Lahore." 2.2. Applications for Expression of Interest must be prepared in accordance with the instructions provided herein and should be clearly label l ed "Application for Expression of Interest “Consulting Services for Planning, Design and Construction Supervision for the Extension of Departure Level Bridge at Allama Iqbal International Airport (AIIAP), Lahore”. Applications shall only be submitted electronically through the EPADS V2.0 platform . 2.3. The Applicant is expected to examine all instructions, forms, and terms in the Expression of Interest Documents and to furnish with its application all information or documentation as is required by the Expression of Interest Documents. 2.4. All pages of the Expression of Interest Documents should be sequentially numbered, stamped, and signed or initialed by an authorized representative. 2.5. The Application as well as all correspondence and documents relating to the Expression of Interest exchanged by the Applicant and the Employer, shall be written in English language. Supporting documents and printed literature that are part of the Application may be in another language, provided they are accompanied by an accurate translation of the relevant passages in the English language, in which case, for purposes of interpretation of the Application, the translation shall govern. 2.6. Applicants are required to respond to all questions and provide complete information as specified in this document. Any false statements or omissions of essential information may result in the disqualification of the Applicant. 2.7. Applicants may request clarifications regarding the contents of the Expression of Interest Documents in writing. Responses to such queries will be provided in writing within three working days, provided that the requests are received at least seven calendar days before the deadline for submission of the Expression of Interest Documents. 2.8. The Employer reserves the right to amend the Expression of Interest Documents at any time prior to the submission deadline by issuing addenda. Any such addenda shall become an integral part of the Expression of Interest Documents and will be communicated in writing to all parties by uploading through the EPADS V2.0 platform. 2.9. The Employer may, at its sole discretion, extend the deadline for the submission of Expression of Interest applications either on its own initiative or in response to requests from prospective Applicants, by issuing a corrigendum. 2.10. To facilitate the evaluation process, the Employer may request clarifications of any submitted information. Such requests shall be made in writing, and responses must be provided within a reasonable period, not to exceed five days. If an Applicant fails to provide the requested clarifications by the specified date and time, the application will be evaluated based solely on the information originally submitted. 2.11. The Applicant shall bear all costs associated with the preparation and submission of its Application. The Employer will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the Expression e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 41 of 64 of Interest process. 3. Evaluation/ Expression of Interest Criteria 3.1. General 3.1.1. Applicants shall be evaluated for shortlisting based on the criteria set forth in Clauses 3.2 to 3.3, which pertain to the Applicant’s Financial Soundness, General and Specific Experience and Personnel Capability, as demonstrated by the information provided in the Forms included herein. The experience and resources of Sub-Consultants shall not be considered in assessing the Applicant’s compliance with the qualifying criteria. However, in the case of Joint Ventures, the experience and resources of all participating firms will be evaluated in accordance with Clause 5. 3.1.2. The Employer reserves the right to verify or request clarification of any information submitted by Applicants. Any application containing false statements knowingly made by the Applicant, or any information provided in connection with the application that is incorrect in any respect and was intended to influence the Employer’s decision on shortlisting, may be rejected. Additionally, the Employer will take appropriate action in accordance with the PPRA regulatory framework concerning corrupt and fraudulent practices. 3.2. Mandatory Requirements 3.2.1. All Applicants must fulfill the mandatory requirements specified below and provide the supporting documentation accordingly. The documents submitted shall be considered final, and no amendments or additional submissions will be accepted thereafter. Failure to comply with the mandatory requirements set forth below will result in the application being deemed non-compliant and may lead to the disqualification of the Applicant. The mandatory requirements are outlined as follows: 3.2.1.1. Valid registration with the Pakistan Engineering Council (PEC) as a consultant. 3.2.1.2. The PEC registration mentioned in Clause 3.2.1.1 must include registration in Project Profile Codes 1215, and 1216 Service Codes of 0532, 0537 and 0546. In the case of a Joint Venture (JV), at least one member of the JV must meet this requirement. 3.2.1.3. All foreign consulting firms intending to participate in this procurement process must comply with the Pakistan Engineering Council (PEC) Bye-Laws. The foreign firm must hold a valid PEC registration as a Consulting Engineer/Consulting Firm under the Consulting Engineers/Consulting Firms Registration Regulations, permitting it to provide consultancy services in Pakistan. Foreign firms must participate through a Joint Venture (JV) with a Pakistani consulting firm duly registered with PEC. At the shortlisting stage, firms shall submit a Letter of Intent (LOI) to form a JV, executed on the letterhead of each JV partner, confirming their mutual commitment to jointly pursue this assignment. Project-specific PEC registration of the JV, as required under the PEC Bye-Laws, shall not be e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 42 of 64 required at the PQ stage. Firms found technically qualified at the PQ stage shall, as a condition for participation in the Request for Proposals (RFP) stage, submit evidence of the JV's project-specific registration with PEC, duly issued in accordance with the applicable PEC Bye-Laws, prior to or along with submission of the RFP. Failure to provide such project-specific registration at the RFP stage shall render the JV ineligible for further evaluation. 3.2.1.4. Registration with the Federal Board of Revenue (FBR) as an active taxpayer. For foreign firms participating in a JV, registration with the relevant authority in the jurisdiction of their registration is required. 3.2.1.5. Valid Registration with Securities & Exchange Commission of Pakistan (SECP). In case of Foreign Consultants participating in JV, Certificate of Incorporation in the firm’s Country of Origin is required. 3.2.1.6. Letter of Application ( Annexure A ), duly signed by an authorized representative of the Applicant. 3.2.1.7. Joint Venture agreement or a letter of intent to form such an agreement, duly signed by all members (in the case of a Joint Venture). 3.2.1.8. Power of Attorney (on non-judicial Stamp Paper valuing PKR 500) specifically authorizing the authorized representative to sign and submit the application for Expression of Interest on behalf of the Applicant. 3.2.1.9. Affidavit of non-Blacklisting on judicial stamp paper to the effect that the firm/ JV/ Consortium partner(s) has never been blacklisted with any Government Department/ Agency/ Authority 3.3. Detailed Evaluation After the initial screening of all Applicants, a detailed evaluation shall be undertaken using the following criteria based on the scoring system as follows: 3.3.1. Evaluation Criteria: The Applicants are required to qualify by meeting the minimum qualifying threshold in individual categories and overall qualification points as well . In the case of a Joint Venture (JV), the JV must collectively qualify the criteria as given hereunder : Category Points Max. Points Min. Qualifying threshold A. [05 marks if average annual turnover of any three of last five financial years is PKR 500 million or above.] Average Turnover = (Year 1 + Year 2 + Year 3) ÷ 3 [For average turnover of less than PKR 500 million, marks shall be awarded as per following formula: (A × 5 / 500), where ‘A’ is average annual turnover in Million] 05 (2) Average Annual Working Capital Average Annual Working Capital for any three of last five financial years. Form A-4 shall be filled in this regard. Average Working Capital = (Year 1 + Year 2 + Year 3) ÷ 3 [05 marks if average working capital any three of last five financial years is PKR 300 million or above] [For average working capital of less than PKR 300 million, marks shall be awarded as per following formula: (A × 5 / 300), where ‘A’ is average annual working capital in Million] 05 Total Points for this criterion – ‘A’ 10 3.3.1.2. General/Specific Experience: Marks shall be awarded based on the following criteria for evaluation of the experience of the Applicant. Note: For the Applicant’s experience, either independent or as a member of JV, marks shall be awarded if the “Completion of Services (Design and/or Supervision)” and any other supporting document (clearly stating the date of completion of either Services and project cost) of the respective project is submitted with Form A-2 and A-3 . A particular project for an engineering design service can only be claimed against one of the sub-criteria below. Blacklisting & Other Affidavits (Form A-9) 4.1. The Applicant shall submit an undertaking or affidavit on non-judicial stamp paper of at least PKR 100, affirming the following: 4.1.1. The Applicant has never been blacklisted/ debarred by the government /Semi government or any autonomous body. 4.1.2. All documents, particulars, and information provided in the Expression of Interest application are accurate and true to the best of their knowledge. 4.1.3. The Applicant has never indulged in corrupt, fraudulent, or collusive practices in competing contracts. 5. Joint Venture (JV) 5.1. Joint Venture (JV) must comply with the following requirements: - e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 46 of 64 5.1.1. The maximum number of members in a Joint Venture (JV) shall not exceed three firms. Any Applicant consisting of a JV with more than three members shall be disqualified. 5.1.2. They must collectively qualify the criteria given in Clause 3 heretofore, for which purpose the relevant figures for each of the partners shall be added together to arrive at their total capacity. 5.1.3. If the Applicant is an existing or intended JV, submit a copy of the JV Agreement, or a letter of intent to enter into such an agreement in case of award of contract. The respective document shall be signed by all legally authorized signatories of all the parties to the existing or intended JV, as appropriate. All firms comprising the joint venture shall be legally constituted. 5.1.4. Each individual firm in the JV must be registered with income tax and sales tax departments and must be on the active taxpayers’ list of the Federal Board of Revenue. For foreign firms participating in a JV, registration with the relevant authority in the jurisdiction of their registration is required. 5.1.5. Application submitted by an existing or intended JV shall include an undertaking signed by all parties (i) stating that all parties shall be jointly and severally liable, and (ii) nominating a Representative who shall have the authority to conduct all business for and on behalf of any and all the parties the JV during the bidding process and, in the event the JV is awarded the contract, during contract execution. 5.1.6. Each Applicant shall submit only one proposal either by himself, or as a partner in a joint venture. An Applicant who submits more than one proposal will be disqualified and proposals submitted by him shall not be considered for evaluation and award. 5.1.7. Any change in a shortlisted JV after Expression of Interest shall not be allowed by the Employer. Consequently, the Request for Proposal (RFP) documents will not be issued, and proposals will not be accepted from any JV that has undergone changes following shortlisting. 6. Conflict of Interest 6.1. The Applicant, including all members of a Joint Venture (JV), must not be associated, nor have been associated in the past, with the Contractor or any other entity engaged by the Employer for the execution of works, provision of goods, non-consulting services, or in any other capacity that may give rise to a conflict of interest. Any such association may result in the disqualification of the Applicant. 7. Updating Expression of Interest Information 7.1. Applicants shall be required to update the financial, personnel and any other pertinent information used for shortlisting at the time of submitting their proposals, to confirm their continued compliance with the qualification criteria and verification of the information provided at the time of Expression of Interest. A proposal shall be rejected if the Applicant’s qualification thresholds are no longer met at the time of bidding. 8. Only Consultants and JVs that have been shortlisted under this procedure shall be invited to submit proposals. A qualified Consultant or a member of a qualified Joint Venture (JV), Consortium or Association shall participate only in one proposal for the Contract. If a firm submits more than one proposal, singly or as a Joint Venture (JV), Consortium or Association, all proposals including that consultant will be rejected. 8.2. The Employer reserves the right to:- 8.2.1. Amend the scope and value of any contract(s) for which proposals are to be solicited. In such an event, only those shortlisted consultants who meet the revised requirements of the contract(s) as amended shall be eligible to submit proposals. 8.2.2. Reject or accept any or all applications in accordance with the provisions set forth herein. 8.2.3. Cancel the Expression of Interest process and reject all applications. 8.3. The Employer shall neither be liable for any such actions nor be under any obligation to inform the Applicant of the grounds for rejection. However, the grounds for rejection may be communicated upon request. 9. Notification of Shortlisting 9.1. The Employer shall notify all Applicants in writing of the names of those Applicants who have been shortlisted. In addition, those Applicants who have been disqualified will be informed separately. The Shortlisting Result shall also be uploaded to EPADS. 10. Request for Proposal 10.1.
