عد المخطط الهيكلي لجبال الحجر الغربي إطارًا استراتيجيًا طويل المدى لتوجيه التنمية العمرانية والاقتصادية والاجتماعية والبيئية حتى عام 2040، ويغطي مساحة تقارب 1045 كم²، تشمل وولاية الجبل الأخضر و جبل هاط وجبل شمس والمناطق المحيطة بهما. ويهدف المشروع إلى تحقيق تنمية مكانية مستدامة تتوافق مع مستهدفات رؤية عُمان 2040، من خلال تنظيم استخدامات الأراضي، وتطوير البنية الأساسية، وتعزيز التنويع الاقتصادي، وحماية الموارد الطبيعية، والارتقاء بجودة الحياة
