To address these challenges, this contract covers the lining and improvement of the existing flood drainage canal through a set of targeted infrastructure interventions. The scope of works includes excavation and site preparation, preparation and leveling of the canal bed, construction of PCC and RCC canal lining, construction of canal side walls where required, backfilling and compaction, and restoration of proper drainage flow conditions along the affected canal alignment. These measures are intended to ensure the safe and efficient conveyance of stormwater and flood flows, reduce erosion, improve the hydraulic performance of the canal, and protect surrounding areas from flood-related damage. Where necessary, localized protection and erosion control measures will be implemented to enhance the structural stability and long-term performance of the canal, particularly during periods of peak flow and heavy rainfall. This project shall be implemented under the Weaving Afghanistan's Hope and Displacement Actions Together (WAHDAT) Program, which promotes community-based infrastructure development, improved basic service delivery, resilience, and durable…

Introduction The Flood Drainage Canal Lining Project is located in the Western Region of Afghanistan, in Herat Province, Injil District, specifically in the Nowabad Qalwan area. Nature of Contract: In Nowabad Qalwan, Injil District, Herat City, inadequate drainage infrastructure has exposed the local community and surrounding areas to recurrent flood and erosion risks during periods of rainfall and seasonal flooding. The existing flood drainage canal requires proper lining and improvement to safely and efficiently convey seasonal floodwater and stormwater runoff. As a result of the inadequate canal condition, uncontrolled water flows may cause erosion of the canal bed and side slopes, deterioration of adjacent land, damage to roads and agricultural areas, and disruption of safe community access. Moreover, the lack of proper lining and adequate protection along the drainage canal has contributed to progressive erosion and deterioration of the canal structure, increasing the vulnerability of surrounding land, agricultural areas, roads, and community infrastructure. This project shall be implemented under the Weaving Afghanistan's Hope and Displacement Actions Together (WAHDAT) Program, which promotes community-based infrastructure development, improved basic service delivery, resilience, and durable solutions for returnees, internally displaced persons (IDPs), and vulnerable host communities. Overall, the intervention aims to reduce flood and erosion hazards, protect surrounding agricultural land and public infrastructure, improve drainage performance, maintain safe community access, and strengthen community resilience in the target area.
