INVITATION FOR BIDS Date: September 4, 2026 Tender No.: 0733-26084235 Invitation for Bids No.: 0733-26084235 1. The Government of China has received a loan from the World Bank toward the cost of the World Bank-financed Guangdong Provincial Agricultural Product Quality and Safety Improvement (Demonstration) Project , and it intends to apply part of the proceeds of the loan to eligible expenditures under the Contract for the Upgrade Project of Provincial-Level Core Laboratories for Risk Monitoring (Contract No.: GDEQ-003). 2. CITIC International Tendering Co., Ltd. (hereinafter referred to as the “Bidding Agency”), commissioned by the Guangdong Provincial Agricultural Product Quality and Safety Center (Guangdong Provincial Green Food Development Center) (hereinafter referred to as the “Purchaser”), now invites eligible and qualified Bidders to submit sealed Bids for the following goods and related services: GDEQ-003: Upgrade Project of Provincial-Level Core Laboratories for Risk Monitoring The period for the goods and related services: the corresponding installation and services shall be completed within ninety (90) days after receipt of the Purchaser’s written notice. 3. This procurement is conducted through national competitive procurement by the Request for Bids (RFB) method, as provided in the World Bank Procurement Regulations for IPF Borrowers (hereinafter referred to as the “Procurement Regulations”). All Bidders that are eligible under the World Bank Procurement Regulations may bid. 4. Interested eligible Bidders may obtain further information from the address specified in this Invitation for Bids and inspect the Bidding Documents from September 4, 2026 to October 8, 2026, daily (except holidays) from 9:30 a.m. to 11:30 a.m. and from 2:00 p.m. to 5:00 p.m. (Beijing time, except holidays). 5. Prospective Bidders should pay attention to the provisions of ITB Clause 4 of the Bidding Documents concerning eligibility and conflict of interest. All Bidders with a conflict of interest will be deemed ineligible. Bidders shall proactively disclose whether they have any affiliation with the following entities. If such an affiliation exists, an explanation of the affiliation shall be provided (in a format prepared by the Bidder itself, covering but not limited to the shareholding structure and shareholding percentages); if no such affiliation exists, a letter of commitment shall be provided (in a format prepared by the Bidder itself): 1) The Owner: Guangdong Provincial Agricultural Product Quality and Safety Center (Guangdong Provincial Green Food Development Center) 2) The Bidding Agency: CITIC International Tendering Co., Ltd. 3) The entity that prepared the Feasibility Study Report: Institute of Agricultural Economics and Information, Guangdong Academy of Agricultural Sciences 4) The entity that prepared the Preliminary Design: Guangzhou Urban Planning & Design Survey Research Institute 6. The qualification requirements for Bidders include: 6.1 Business Size The Bidder shall provide its annual financial reports audited by an accounting firm for the last 3 years (2023-2025) to demonstrate that its average annual operating revenue over the last 3 years is not less than RMB 120 million. 6.2 Contract Experience From January 1, 2021 to the bid submission deadline, the bidder shall have successfully completed one similar contract (subject to the time of the overall contract acceptance report or the instrument acceptance report of the key equipment that meets the provisions of this project below), with a contract value of not less than RMB 40 million, and the contract content shall include at least one of the following 9 sets of equipment: Triple Quadrupole Liquid Chromatography Mass Spectrometer (or Ultra Performance Liquid Chromatography Mass Spectrometer), Liquid Chromatography Quadrupole Time-of-Flight Mass Spectrometer, Gas Chromatography Tandem Time-of-Flight Mass Spectrometer, Gas Chromatography Ultra-High Resolution Mass Spectrometer, Gas Chromatography Tandem Mass Spectrometer, Pyrolysis Gas Chromatography Mass Spectrometer (PY-GC/MS), Laser Ablation Inductively Coupled Plasma Tandem Mass Spectrometer (or either part of Laser Ablation or Inductively Coupled Plasma Tandem Mass Spectrometer), High Resolution Inductively Coupled Plasma Mass Spectrometer, and High Performance Liquid Chromatograph. Alternatively, if a single contract cannot meet the above requirements, submission of multiple contracts is permitted, provided that the following requirements are met: • The value of each contract shall be not less than RMB 3 million, and the cumulative total value of the submitted contracts shall be not less than RMB 40 million; • Each contract shall have been successfully completed between January 1, 2021 and the bid submission deadline (subject to the time of the overall contract acceptance report or the instrument acceptance report of the key equipment that meets the provisions of this project below); • The cumulative content of the submitted contracts shall include at least one of the following 9 sets of equipment: Triple Quadrupole Liquid Chromatography Mass Spectrometer (or Ultra Performance Liquid Chromatography Mass Spectrometer), Liquid Chromatography Quadrupole Time-of-Flight Mass Spectrometer, Gas Chromatography Tandem Time-of-Flight Mass Spectrometer, Gas Chromatography Ultra-High Resolution Mass Spectrometer, Gas Chromatography Tandem Mass Spectrometer, Pyrolysis Gas Chromatography Mass Spectrometer (PY-GC/MS), Laser Ablation Inductively Coupled Plasma Tandem Mass Spectrometer (or either part of Laser Ablation or Inductively Coupled Plasma Tandem Mass Spectrometer), High Resolution Inductively Coupled Plasma Mass Spectrometer, and High Performance Liquid Chromatograph. The corresponding supporting evidence shall be provided in the Bid (including the Notification of Award and the website URL and screenshot for verification thereof, copies of the key pages of the contract, and the acceptance reports), and the said supporting evidence shall be stamped with the Bidder’s official seal; the key pages of the contract shall at least reflect the contract name, the name and quantity of the goods, and the page bearing the signatures and seals. Meanwhile, the Bidder shall keep the relevant originals available for inspection. 6.3 Qualification Requirements The Bidder shall hold valid and effective business license, tax registration certificate, and organization code certificate (for an entity that has integrated the three certificates into one, the business license shall be provided). The Bidder shall provide copies thereof, stamped with the Bidder’s official seal. 6.4 Technical Experience The Bidder shall demonstrate that the manufacturer of the key goods it offers meets the following requirements: (1) as of the deadline for submission of Bids for this project, the duration of mass production and market sale of the bid model or models of the same series of the key equipment shall be not less than 5 years; and (2) within the past 5 years (up to the deadline for submission of Bids for this project), at least 3 units of the bid model or models of the same series or of higher performance of the key equipment shall have been sold to analytical laboratories in the fields of agriculture, food safety, environment, medicine, scientific research and academic institutions, or similar testing fields, and such equipment shall have been in continuous and stable operation for more than 2 years. The key equipment is as follows: Triple Quadrupole Liquid Chromatography Mass Spectrometer (or Ultra Performance Liquid Chromatography Mass Spectrometer) and Gas Chromatography Tandem Mass Spectrometer. The Bidder shall provide the manufacturer’s production history evidence for the key equipment, copies of the key pages of the sales contracts (at least including the contract name, the date of contract signing, the name and quantity of the goods, and the page bearing the signatures and seals), and a certificate of stable operation stamped by the user (which shall state the instrument model and the installation date and note that the equipment is in good operating condition). Note: Performance certificates issued by the Bidder’s affiliated companies or subsidiaries are invalid. 6.5 Financial Condition The Bidder’s financial condition as reflected in its audited annual financial statements for the last 3 years (2023-2025) shall demonstrate long-term profitability. As a minimum, the Bidder’s net worth in each of the last three years (calculated as the difference between total assets and total liabilities) shall be positive. The Bidder shall submit its annual financial statements audited by an accounting firm for the last 3 years (2023-2025). 6.6 Cash Flow Capacity Taking into account the Bidder’s other contracts in progress, after deducting the funds committed to such other contracts, and without taking into account any advance payment that may be made under this Contract, the amount of quick assets or lines of credit available to the Bidder (with the credit facility to be issued by a branch or sub-branch bank with lending authority) shall be not less than RMB 25 million. The Bidder shall provide the “Balance Sheet” audited by an accounting firm for the last 3 years (2023-2025); the bank credit line certificate(s) or financing certificate(s) issued by banks for the Bidder (if any), or the bank credit line certificate(s) or financing certificate(s) issued by banks and available to the Bidder (if any); and shall truthfully complete “VIII. Contracts in Progress” in Chapter 4, Bid Forms. 6.7 Litigation History The total amount of outstanding claims, arbitration or other litigation shall not exceed 50% of the Bidder’s net worth, and all pending litigation shall be accounted for on the assumption of an adverse outcome for the Bidder. The Bidder shall provide a declaration issued by it (in a format prepared by the Bidder itself). Further details will be provided in the Bidding Documents. 7. Joint ventures are allowed to bid for this Project. 8.
