Request for Quotation (RFQ) Date: August 21, 2026 Bidding No.: 0733-26083439 1.The Government of the People's Republic of China has received a loan from the World Bank toward the cost of the Guangdong Agricultural Product Quality Safety Improvement (Demonstration) Project, and intends to apply a portion of the proceeds of this loan to eligible payments under the Request for Quotation (RFQ) contract for this procurement. 2.CITIC International Tendering Co., Ltd., entrusted by the Guangdong Agricultural Product Quality and Safety Center (Guangdong Green Food Development Center), hereby issues this Request for Quotation to potential suppliers for the procurement of the Provincial Animal Epidemic Prevention and Control Laboratory Enhancement Sub-project: Laboratory Enhancement (Supplementary) (Contract No.: GDEQ-014). All suppliers are requested to submit their quotations in accordance with the requirements of this RFQ document (please refer to Chapter V for the format template of the Quotation Letter). 3.This procurement is conducted through the Request for Quotation method in accordance with the World Bank Procurement Guidelines, the Loan Agreement, and the Project Agreement. This RFQ document is prepared with reference to the World Bank Standard Procurement Document for Goods. 4. Qualification Requirements for Suppliers Suppliers shall meet the following requirements and provide relevant supporting documents as specified. Failure to provide the required supporting documents may result in the rejection of the quotation documents. 4.1 Legal Entity Status: The supplier shall have the ability to independently bear civil liabilities, be a legal entity registered within the People's Republic of China, and hold a valid Business License. The supplier shall provide: A photocopy of the Business License, affixed with the official seal of the supplier. 4.2 Tax and Social Security Contributions: The supplier shall have a good record of paying taxes and social security funds in accordance with the law. The supplier shall provide: A photocopy of the supporting documents proving the payment of taxes and social insurance issued by statutory authorities for any one month within the six months prior to the deadline for submission of the quotation documents for this project, affixed with the official seal of the supplier. If the supplier is legally exempt from tax payment or not required to pay social security funds, the corresponding supporting documents shall be provided. 4.3 Financial Status: The supplier shall have good commercial reputation and a sound financial accounting system. The supplier shall provide: A photocopy of the audited financial report for the year 2025 (which shall include at least the balance sheet, income statement, and cash flow statement), or a certificate of creditworthiness issued by a bank. 4.4 Equipment and Professional Technical Capability Required for Contract Performance: The supplier shall have the equipment and professional technical capability required for the performance of the contract. The supplier shall provide: A letter of commitment (format to be determined by the supplier, the commitment content shall include but not be limited to: "We have the equipment and professional technical capabilities required for the performance of the contract for this project.") 4.5 Law-abiding Operations: Within the three years prior to participating in this procurement activity (from January 1, 2023 to the deadline for submission of the quotation documents), the supplier shall not have any major violations in its business operations, including criminal penalties for illegal operations, orders to suspend production and business, revocation of permits or licenses, or fines of relatively large amounts. The standard for determining "fines of relatively large amounts" shall be in accordance with the provisions of the provincial government of the administrative region to which the supplier belongs, or the standards stipulated by the relevant administrative department of the State Council that imposed the penalty. The supplier shall provide a Letter of Qualification Commitment for commitment, in a format to be determined by the supplier. 4.6 Credit Record: The supplier shall not be listed as a dishonest judgment debtor or a major tax violator on the "Credit China" website (http://www.creditchina.gov.cn). The supplier shall provide: Screenshots of the relevant query results from the aforementioned website, affixed with the official seal of the supplier. 4.7 Other Qualification Requirements: 4.7.1 If the supplier is a trading agent, it shall simultaneously meet the following conditions: (1) Provide a photocopy of the valid Veterinary Drug Business License issued by the competent national administrative department (the business scope shall cover the product categories being bid for, including veterinary biological products); (2) Provide one of the following supporting documents of the manufacturer of the goods (Items No. 1 to No. 22 in Chapter II "Quotation List" of this RFQ document): A photocopy of the valid Veterinary Drug GMP Certificate and Veterinary Drug Production License (affixed with the official seal of the manufacturer or the supplier), and the production scope shall cover molecular biology diagnostic products; A screenshot of the query results for the manufacturer from the National Veterinary Drug Basic Database (http://vdts.ivdc.org.cn), the screenshot shall clearly show the manufacturer's enterprise name, GMP certificate number, production license number, validity period, and other information. 4.7.2 If the supplier is a manufacturer: 4.7.2.1 Where all the goods (Items No. 1 to No. 22 in Chapter II "Quotation List" of this RFQ document) are manufactured by the supplier, the supplier shall provide one of the following supporting documents: A photocopy of the valid Veterinary Drug GMP Certificate and Veterinary Drug Production License issued by the competent national administrative department, and the production scope shall cover molecular biology diagnostic products; A screenshot of the query results for the manufacturer from the National Veterinary Drug Basic Database (http://vdts.ivdc.org.cn), the screenshot shall clearly show the manufacturer's enterprise name, GMP certificate number, production license number, validity period, and other information. 4.7.2.2 Where some of the goods (Items No. 1 to No. 22 in Chapter II "Quotation List" of this RFQ document) are manufactured by the supplier and others are not, the supplier shall simultaneously meet the following requirements and provide the specified supporting documents: (1) Provide a photocopy of the valid Veterinary Drug Business License issued by the competent national administrative department (the business scope shall cover the product categories being bid for, including veterinary biological products); (2) Provide one of the following supporting documents of the manufacturer of the non-self-produced portion of the goods (Items No. 1 to No. 22 in Chapter II "Quotation List" of this RFQ document): A photocopy of the valid Veterinary Drug GMP Certificate and Veterinary Drug Production License (affixed with the official seal of the manufacturer or the supplier), and the production scope shall cover molecular biology diagnostic products; A screenshot of the query results for the manufacturer from the National Veterinary Drug Basic Database (http://vdts.ivdc.org.cn), the screenshot shall clearly show the manufacturer's enterprise name, GMP certificate number, production license number, validity period, and other information. 4.8 The suppliers of the following goods shall provide an After-sales Service Commitment Letter stamped with the official seal of the reagent manufacturer. Quotation Requirements 5.1 Quotation Currency and Scope: All prices shall be quoted in Renminbi (RMB Yuan). The quoted price shall be the final price inclusive of all taxes, transportation, insurance, participation in acceptance inspection, training, related services, and all other expenses necessary for the complete implementation of the contract. 5.2 The supplier shall provide an overall quotation for the procured goods and related services under this project. Any quotation that covers only a portion of the procured goods and related services, or only a portion of the quantities, shall result in the rejection of the supplier's quotation documents. 5.3 If the supplier's quotation documents fail to substantially respond to the requirements of this RFQ document, they shall be rejected by the buyer. The supplier shall not be permitted to make its quotation substantially responsive by correcting substantial deviations, reservations, or omissions. A substantially responsive quotation shall conform to all terms, conditions, and technical specifications required by this RFQ document, without substantial deviations, reservations, or omissions. Substantial deviations, reservations, or omissions mean: (1) Those that substantially affect the scope, quality, or performance of the goods and related services specified in this RFQ document; (2) Those that substantially limit the buyer's rights or the supplier's obligations stipulated in the contract, and are inconsistent with the provisions of this RFQ document; (3) Those that, if corrected, would unfairly affect the competitive position of other suppliers who have submitted substantially responsive quotations. 5.4 Quotation Validity Period: The quotation shall remain valid for a period of 90 calendar days from the deadline for submission of the quotation documents. 5.5 Submission of Quotation Documents: 5.5.1 Deadline for Submission: 9:30 a.m., September 11, 2026. 5.5.2 Submission Address: Bid Opening Room, 6th Floor, Guangren Building, No. 1 Guangren Road, Yuexiu District, Guangzhou City, Guangdong Province. Please note: The supplier must ensure that the complete set of sealed quotation documents (hard copy) is delivered to the designated address prior to the deadline for submission. Late submissions will not be accepted. 5.6 Signing and Composition of Quotation Documents: The quotation documents must include the Quotation List and the Quotation Letter, as well as all other documents required to be submitted as specified in Chapter I "Request for Quotation". These documents must be signed by the legal representative or their authorized representative and affixed with the official seal of the supplier. The Quotation Letter shall strictly follow the format of "1. Quotation Letter" in Chapter V "Format Templates". Any inconsistency may result in the rejection of the quotation documents. The Quotation List shall strictly follow the format in Chapter II "Quotation List". Any inconsistency in the serial number, product name, specifications/model, unit, quantity, delivery period, etc., may result in the rejection of the quotation documents. Meanwhile, considering that the products procured under this project have multiple industry names and the product names may not be entirely identical to those in Chapter II "Quotation List", the supplier may modify the product names in the Quotation List according to the actual situation. Under such circumstances, the supplier must provide a correspondence list mapping the product names in their quotation documents to those in Chapter II "Quotation List", and provide supporting documents proving compliance with the technical requirements specified in Section 3 "Procurement List and Technical Requirements" of Chapter III "Technical Requirements". 5.7 Number of Copies of Quotation Documents: One original and four copies, clearly marked as "Original" or "Copy" respectively. In the event of any discrepancy between the original and the copies, the original shall prevail. Meanwhile, a clear and complete scanned copy of the original quotation documents (in both PDF and Word formats), affixed with the official seal, must be stored on a separate USB flash drive and submitted sealed together with the hard copies. All documents shall be uniformly packed in one outer package, and the seal of the outer package shall be affixed with the supplier's official seal. 6. Bid Opening Date, Time, and Address 6.1 Bid Opening Date and Time: 9:30 a.m., September 11, 2026. 6.2 Bid Opening Address: Bid Opening Room, 6th Floor, Guangren Building, No. 1 Guangren Road, Yuexiu District, Guangzhou City, Guangdong Province. 7. Buyer’s Right to Vary Quantities at Time of Contract Award At the time of contract award, the Buyer reserves the right to increase or decrease the quantities of goods and related services specified in this Request for Quotations (RFQ). Provided, however, that such variation shall not exceed the percentage specified below, and no changes shall be made to unit prices or any other terms and conditions contained in the Bid and the Request for Quotations: Maximum percentage for quantity increase: 10%. Maximum percentage for quantity decrease: 10%. 11. Sanctioned Firms by the World Bank Firms sanctioned by the World Bank shall be ineligible to submit bids or be awarded any contracts financed by the World Bank. Evaluation Methodology: 12.1 All quotation documents shall be evaluated using identical procedures and criteria; 12.2 The evaluation process shall be strictly conducted in accordance with the requirements and conditions set forth in this RFQ document. The contract shall be awarded to the supplier whose quotation is determined to be the lowest evaluated price and who substantially meets the requirements of this RFQ document. 13. Eligibility and Conflict of Interest Potential suppliers shall note the provisions on eligibility and conflict of interest in the World Bank Procurement Regulations for IPF Borrowers (November 2020 edition). Any supplier with a conflict of interest shall be ineligible, and its quotation documents shall be rejected. Suppliers must proactively disclose whether they have any affiliation with the following entities. In the event of any fraud or falsification, the supplier shall be reported to the regulatory authorities and disqualified from the transaction. The supplier shall bear the corresponding legal liabilities. 15. Clarification and Complaints Regarding the RFQ Document 15.1 Any request for clarification of this RFQ document by a potential supplier shall be in writing. The buyer shall reply in writing to any clarification requests received prior to the specified deadline. Meanwhile, the buyer shall transmit the written reply to each supplier who has obtained this RFQ document directly from the buyer. The reply shall state the inquiry raised, but not the source of the inquiry. If it is necessary to amend this RFQ document as a result of a clarification request, the buyer shall proceed in accordance with the procedures specified in Article 16 of Chapter I "Request for Quotation". 15.2 Any request for clarification or complaint regarding the RFQ document by a potential supplier shall be submitted to and received by the buyer and the procurement agent 10 days prior to the deadline for submission of the quotation documents. The potential supplier shall send a scanned copy of the clarification or complaint to the email addresses of the buyer and the procurement agent, or deliver the original hard copy to the address of the procurement agent by mail or in person. 16. Amendment of the RFQ Document 16.1 At any time prior to the deadline for submission of the quotation documents, the buyer may, by issuing an addendum, amend this RFQ document. 16.2 An addendum shall form an integral part of this RFQ document. The buyer shall transmit the addendum in writing to all potential suppliers who have obtained this RFQ document directly from the buyer. 16.3 The buyer may amend the RFQ document in accordance with the aforementioned provisions. If the deadline for submission of the quotation documents is postponed, in such case, the rights and obligations of the buyer and the supplier related to the previous deadline for submission shall be extended accordingly to the new deadline for submission. 17. Evaluation Committee The Purchaser shall establish an evaluation committee in accordance with applicable laws to examine, assess, and compare the quotation documents, and to make recommendations for contract award. 18. Public Notice of Procurement Results and Contract Award 18.1 Public Notice of Procurement Results: The Purchaser shall publish the procurement results on the World Bank Section of China Tendering and Bidding Public Service Platform and on China Procurement and Bidding Network. 18.2 Contract Award: Before the expiration of the quotation validity period, and after properly handling any complaints submitted during the public notice period of the procurement results, the Purchaser shall issue the Letter of Award to the relevant supplier, and simultaneously publish the contract award notice on the World Bank Section of China Tendering and Bidding Public Service Platform and on China Procurement and Bidding Network. 19.
