The consulting services ("the Services") consist of engaging one or more Third-Party Monitoring Agent(s) (TPMA) to: (i) verify that funds disbursed under REPAIR's Regional Climate Risk Fund (RCRF) financial instruments, following an eligible shock activation, are used by Delivery Channels for their intended purposes and reach targeted beneficiaries, in compliance with the REPAIR Governance Framework; (ii) confirm compliance of the activities implemented by Delivery Channels with the World Bank Environmental and Social Framework and applicable national regulations; (iii) evaluate the impact of the response on selected beneficiaries; and (iv) document lessons learned and recommendations to strengthen future REPAIR activations. Services will be delivered across up to eight participating countries (Mozambique, Madagascar, Comoros, Burundi, Angola, Malawi, Zambia, and Seychelles) under a Framework Agreement with an initial term of two years and renewable based on performance.
