Objective and Purpose of the Assignment
To provide technical support to ADY in finalizing the scope of works, bid documents, and technical bid
evaluation reports for the electrification and signaling, and telecommunications (EST) project, along 2
railway sections (Bilajari-Yalama and Baku-Boyuk Kesik) to achieve project readiness for 2 loan
approvals in 2026 and 2027, ensuring full technical and functional integration with future Absheron
network services.
Scope of Work
The expert will support ADY in the preparation of technical specifications and implementation planning
in the bid documents, technical bid evaluation reports for the electrification and signaling, and
telecommunications (EST) projects, with specific focus on envisaged Absheron train services.
Detailed Tasks and/or Expected Output
1.
To prepare technical specifications of the bidding documents for the Baku-Boyuk Kesik line prepared
by ADY.
2.
To review final bid documents for the Baku-Boyuk Kesik line from ADY.
3.
To provide technical expertise in technical bid evaluation reports for the electrification and
signaling, and telecommunications (EST) project, along 2 railway sections (Bilajari-Yalama and Baku-
Boyuk Kesik).
