Objective and Purpose of the Assignment
To provide technical support to ADY in finalizing the final draft technical bid evaluation report for
the electrification, signaling, and telecommunications (EST) project (Bilajari-Yalama), ensuring full
technical and functional integration with future Absheron network services.
Scope of Work
The expert will support ADY in the finalization of final draft technical bid evaluation report - in
particular related to application of technical specifications - for the electrification, signaling, and
telecommunications (EST) project (Bilajari-Yalama), with specific focus on envisaged Absheron train
services.
Detailed Tasks and/or Expected Output
To review ADY’s final draft evaluation of the technical aspects of the bids submitted in accordance with
the technical specifications, technical evaluation forms, and scoring matrices already provided within
the issued bidding documents, ensuring integration and synchronization with planned investments on
connecting lines on the Absheron peninsula.
