TA-10662 AZE: Support to the Preparation of the Absheron Circle Line Project - ICS-04 Railway Signaling and Telecommunication Specialist (E-059437-001)

The expert will support ADY in the finalization of final draft technical bid evaluation report - in particular related to application of technical specifications - for the electrification, signaling, and telecommunications (EST) project (Bilajari-Yalama), with specific focus on envisaged Absheron train services. Detailed Tasks and/or Expected Output To review ADY’s final draft evaluation of the technical aspects of the bids submitted in accordance with the technical specifications, technical evaluation forms, and scoring matrices already provided within the issued bidding documents, ensuring integration and synchronization with planned investments on connecting lines on the Absheron peninsula. Minimum Qualification Requirements (i) A bachelor’s degree in engineering or other related fields, preferably with relevant post-graduate qualifications. (ii) At least 10 years of experience in the field of railway engineering, EST and related fields; (iii) Experience working on projects in developing countries and in Central and West Asia is an advantage.
