General Procurement Notice 1. Funding Details The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Additional financing information: A senior loan of up to EUR 10 million (the “Loan”), co-financed by up to EUR 6.5 million investment grant from the Eastern Europe Energy Efficiency and Environment Partnership (“E5P”) to finance critical rehabilitation and modernization of two co-located Wastewater Treatment Plants (“WWTPs”) in the City of Lviv. The loan will be secured by full municipal guarantee from the City. 2. Information on the Project Project Description: The Project aims to ensure sustainable operation of the WWTPs and permanently improve the quality of the treated effluent returned to the Poltva River, a tributary of Bug, the Vistula River drainage basin. It also assures that design capacity of the wastewater treatment plants is sufficient for future catchment growth. The technical assessment determined the need to (i) replace pre-treatment grit chambers, (ii) introduce automatic wastewater influent overflow control, (iii) rehabilitate the selected primary and secondary sedimentation tanks, (iv) install new wastewater aeration units and sludge thickening centrifuges, and (v) rehabilitate or replace other auxiliary equipment, pipelines and cables. The investments are also important for the successful implementation of the biogas project. The EBRD loan along with investment grant from the Eastern Europe Energy Efficiency and Environment Partnership (E5P) will be used to finance replacement of grit chambers and installation of automatic influent overflow control. The other elements are expected to be separately financed by investment grants from Denmark and Sweden arranged by and channeled through Nordic Environment Finance Corporation (NEFCO), and equity contribution from the City of Lviv, which is the owner of Lviv water and wastewater company. The EBRD loan will be provided on the basis of a municipal guarantee to be issued by the City of Lviv.
