REQUEST FOR EXPRESSION OF INTEREST (REOI) (CONSULTING SERVICES – FIRMS SELECTION) Country: Federal Democratic Republic of Ethiopia Name of Project: Health Emergency Preparedness, Response, and Resilience (HEPRR) MPA Project (P180127) Loan No /Credit No./Grant No.: IDA-E2290 Assignment Title: Consultancy Services for the assessment of Ethiopia Digital Health regulatory framework for EFDA Reference No. ET-MOH-526428-CS-QCBS The Federal Democratic Republic of Ethiopia has received financing from the World Bank towards the cost of the Health Emergency Preparedness, Response, and Resilience (HEPRR) MPA Project (P180127) and intends to apply part of the proceeds for Consulting Services. The consulting services (“the Services”) include to provide EFDA with a comprehensive, evidence-based analysis of its current digitalization maturity and to develop a detailed, phased, and cost-implementable strategic roadmap directly supporting the strategic goals of Digital Ethiopia 2030. In addition, the service includes a detailed evaluation of EFDA’s digital ecosystem across its Head Office, branch offices, entry and exit ports, and operations in 12 regions and two city administrations. To achieve the overall objective, the consultancy will fulfil the following specific aims: • To conduct a thorough evaluation of all existing IT systems and infrastructure e.g., eRIS, IFMIS, eGP, ICSMI, etc; assessing their technical performance, operational effectiveness, user adoption levels, scalability, and interoperability. • To assess the adequacy and maturity of existing regulatory digital systems and the prevailing national policy and legal frameworks governing data protection, data sharing, and data security. • To review the role, influence, and interplay of other government institutions and national policies/strategies that impact or shape the authority's digitalization exercise. • To evaluate the authority's readiness and alignment with data sharing, interoperability, and digitalization requirements arising from regional regulatory harmonization efforts through entities such as IGAD and the African Medicines Agency (AMA). • To critically assess the strategic design, readiness, and integration potential of planned system deployments (PMS, medicine track and trace system, AI, eCTD.etc) within the envisioned future-state architecture. • To identify, analyses, and priorities gaps, bottlenecks, and risks across four key pillars: (i) Technology and Infrastructure, (ii) Data Governance and Management, (iii) Human Capacity and Organizational Structure, and (iv) Policy and Legal Frameworks. • To define a future-state digital architecture blueprint that ensures seamless data flow, system interoperability, robust security, and scalability to meet future regulatory demands. • To design the IT infrastructure, system architecture, and blueprint covering hardware, networks, platforms, workflows, interoperability, and data governance to meet current and future regulatory needs for EFDA’s Center of Excellence. • To produce a strategic, prioritized, and time-bound digital transformation roadmap for the 10 years, complete with clear phases, key initiatives, milestones, and a governance framework for implementation. • To analyze and recommend optimal models for ongoing IT service delivery, maintenance, and support, evaluating the balance between in-house capacity development and strategic outsourcing. • To deliver a comprehensive financial analysis, including detailed capital and operational expenditure projections, a compelling cost-benefit analysis, and a clear projection of the anticipated Return on Investment (ROI) for the proposed digital transformation. The total duration for this comprehensive assignment shall be sixteen (16) weeks from the date of contract signing. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Core business and years in business. • Relevant project experience in executing similar assignments (experience in Africa is an advantage). • Technical and managerial capacity of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting • Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain Five to Eight shortlisted firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
