Project background

Bosnia and Herzegovina has entered into a Loan Agreement with the International Bank for Reconstruction and Development (World Bank) for the Additional Financing of the Geospatial Infrastructure and Valuation Enhancement Project (GIVE AF), part of the proceeds of which is allocated to Republika Srpska. The Republic Administration for Geodetic and Property Affairs of Republika Srpska intends to apply part of the proceeds of this financing to eligible payments under the contract for the consulting services described in this Request for Expressions of Interest. The Project financing has not yet become effective. This selection process is being conducted as advance procurement and at the Client's own risk. Any review, clearance or no objection by the World Bank in relation to the selection process, documents or proposed contract award shall not constitute a commitment by the World Bank to finance the Project or the resulting contract. Any contract award, signature or effectiveness shall be subject to the applicable provisions of the Financing Agreements and to the Project financing becoming effective, as applicable. 2. Description of the assignment The consulting services (the “Services”) comprise the preparation of a comprehensive study and analysis of existing spatial-planning documentation for all 64 local self-government units in Republika Srpska. The assignment will examine the structure, content, quality, availability, level of digital readiness and applicability of spatial plans as an input source for the establishment and operation of the mass valuation system. The Services will include, inter alia: • inventorying and systematizing spatial, urban, zoning, regulatory and other relevant planning documents for all 64 local self-government units; • assessing the availability, currency, consistency, quality and usability of the planning documentation; • identifying spatial and planning factors that may influence real estate value and legally permissible and economically optimal use; • preparing a preliminary classification of the territory according to characteristics relevant to mass valuation; • establishing a working GIS project and preparing standardized GIS layers, attribute structures, metadata, thematic maps and cartographic outputs; • assessing the possibility of linking planning data with cadastral, topographic, address, market and other relevant datasets; • providing recommendations for the use of planning attributes in value zoning, market segmentation, property classification and development of valuation model variables; and • proposing an institutional, functional and information model for the permanent storage, management, updating and use of the Study results, including an assessment of whether the results should be incorporated into the Real Estate Register for Mass Valuation, established as a separate module or maintained in another interoperable information system of the RGA. Expected duration: four (4) months from the effective date of the contract. Invitation to consultants The Republic Administration for Geodetic and Property Affairs of Republika Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, September 2023, as amended from time to time (the “Procurement Regulations”), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all members shall be jointly and severally liable for the entire contract, if selected. 4. Qualification and Selection Criteria The best qualified firm will be selected in accordance with the Consultant's Qualifications-Based Selection (CQS) method set out in the Procurement Regulations. Expressions of Interest will be assessed on the basis of the following criteria: No. Criterion Requirement 1 Relevant experience of the firm During the last three (3) years, calculated from the date of publication of this REOI, or from the date of registration if the firm has operated for a shorter period, the Consultant shall have successfully completed at least one (1) contract of the same or similar nature and complexity, with a value of at least BAM 185,000.00 (including VAT) or the equivalent in another currency. 2 Definition of a similar assignment A similar assignment means an assignment involving the analysis, processing and/or systematization of spatial-planning, cadastral, topographic or other relevant geospatial data for the purposes of mass property valuation, including the identification or analysis of spatial and property characteristics relevant to valuation. 3 Organizational and managerial capacity The Consultant shall demonstrate adequate organizational, technical and managerial capacity to implement the assignment across all 64 local self-government units within the four-month implementation period. 4 Evidence The Consultant shall provide a concise company profile and details of relevant assignments, including the client, assignment title, scope, contract value, implementation period, country/location and contact details for reference checks. Client certificates of satisfactory completion, where available, or other appropriate supporting evidence should be provided. Key experts will not be evaluated at the EOI/qualification stage. Their qualifications and experience will be assessed at the proposal stage, in accordance with the Terms of Reference. The anticipated key expert positions are Team Leader, GIS Expert and Economist/Analyst. 5. Contents of the Expression of Interest • cover letter signed by an authorized representative of the Consultant; • company profile, legal name, address, registration details and contact information; • description of the Consultant's core business and fields of expertise; • details of assignments relevant to the qualification and selection criteria, presented in a clear reference table; • client certificates of satisfactory completion, where available, or other appropriate supporting evidence for the cited assignments; • description of the Consultant's organizational and managerial capacity for implementation of the assignment within the required period; • information on any proposed association, joint venture or sub-consultancy, including the role of each party; and • a statement confirming the absence of a conflict of interest in accordance with the Procurement Regulations. Expressions of Interest should be concise and directly relevant to the above criteria. Brochures and general promotional materials that do not demonstrate relevant qualifications are not required. All costs associated with the preparation and submission of the Expression of Interest, participation in any subsequent proposal process and contract negotiations shall be borne solely by the Consultant. The Client shall have no liability or obligation to reimburse any such costs, regardless of the outcome, suspension, cancellation or re-launch of the selection process. The issuance of this REOI, receipt or evaluation of Expressions of Interest, selection of the best qualified Consultant, issuance of a request for proposal or conduct of negotiations shall not oblige the Client to award or sign a contract. The Client reserves the right to suspend, cancel or re-launch the selection process in accordance with the applicable Procurement Regulations and Project requirements, without liability for costs incurred by Consultants. 6. Project background Bosnia and Herzegovina has entered into a Loan Agreement with the International Bank for Reconstruction and Development (World Bank) for the Additional Financing of the Geospatial Infrastructure and Valuation Enhancement Project (GIVE AF), part of the proceeds of which is allocated to Republika Srpska. The Republic Administration for Geodetic and Property Affairs of Republika Srpska intends to apply part of the proceeds of this financing to eligible payments under the contract for the consulting services described in this Request for Expressions of Interest. The Project financing has not yet become effective. This selection process is being conducted as advance procurement and at the Client's own risk. Any review, clearance or no objection by the World Bank in relation to the selection process, documents or proposed contract award shall not constitute a commitment by the World Bank to finance the Project or the resulting contract. Any contract award, signature or effectiveness shall be subject to the applicable provisions of the Financing Agreements and to the Project financing becoming effective, as applicable. 2. Description of the assignment The consulting services (the “Services”) comprise the preparation of a comprehensive study and analysis of existing spatial-planning documentation for all 64 local self-government units in Republika Srpska. The assignment will examine the structure, content, quality, availability, level of digital readiness and applicability of spatial plans as an input source for the establishment and operation of the mass valuation system. The Services will include, inter alia: • inventorying and systematizing spatial, urban, zoning, regulatory and other relevant planning documents for all 64 local self-government units; • assessing the availability, currency, consistency, quality and usability of the planning documentation; • identifying spatial and planning factors that may influence real estate value and legally permissible and economically optimal use; • preparing a preliminary classification of the territory according to characteristics relevant to mass valuation; • establishing a working GIS project and preparing standardized GIS layers, attribute structures, metadata, thematic maps and cartographic outputs; • assessing the possibility of linking planning data with cadastral, topographic, address, market and other relevant datasets; • providing recommendations for the use of planning attributes in value zoning, market segmentation, property classification and development of valuation model variables; and • proposing an institutional, functional and information model for the permanent storage, management, updating and use of the Study results, including an assessment of whether the results should be incorporated into the Real Estate Register for Mass Valuation, established as a separate module or maintained in another interoperable information system of the RGA. Invitation to consultants The Republic Administration for Geodetic and Property Affairs of Republika Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
