Invitation for Bids for Capacity-Building Training on One Health Governance for Key Government Departments, One Health Seed Talent, and One Health Grassroots Practitioners under the World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project) (Contract No. HN-NS-15) Date: August 13, 2026 Invitation for Bids No.: 0733-26093611 1The Government of the People’s Republic of China has received a loan from the World Bank toward the cost of the World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project) and intends to apply part of the proceeds of this loan to eligible payments under the contract for Capacity-Building Training on One Health Governance for Key Government Departments, One Health Seed Talent, and One Health Grassroots Practitioners (Contract No. HN-NS-15). 2China International Tendering Co., Ltd. (the Procurement Agent), on behalf of Hainan University (the Purchaser), now invites eligible and qualified Bidders to submit sealed bids for the following non-consulting services: Contract No. HN-NS-15 Contract Name Capacity-Building Training on One Health Governance for Key Government Departments, One Health Seed Talent, and One Health Grassroots Practitioners Number of Contract Packages one Service Period From the date of contract signing until the World Bank loan closing date of December 31, 2027 4This procurement will be conducted through National Competitive Procurement using the Request for Bids (RFB) method in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (the “Procurement Regulations”). Eligible Bidders meeting the requirements set forth in the Procurement Regulations are eligible to participate. 5Interested eligible Bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the Bidding Documents from August 13, 2026 until the bid submission deadline of September 15, 2026, during the following hours on working days (excluding Saturdays, Sundays, and statutory public holidays): 9:00–11:30 a.m. and 1:30–5:00 p.m. (Beijing Time). 6Prospective Bidders should note the provisions of Clause 4 of the Instructions to Bidders concerning eligibility and conflicts of interest. Any Bidder found to have a conflict of interest shall be ineligible. 7The qualification requirements for Bidders include: Single Bid Submission The Bidder shall have a good record and reputation, with no record of major violations of laws or regulations or material breaches of contract in its business activities during the three years preceding participation in government procurement activities, a good social reputation, and no administrative penalties imposed by any administrative authority at or above the county level for violations of laws or regulations. The Bidder shall provide the corresponding supporting documents or a Letter of Commitment (in a self-prepared format) to demonstrate compliance with the above requirements. Joint Venture (JV) Information required for submission of Bids by a Joint Venture (JV): The maximum number of members in the Joint Venture (JV) shall be 2. Each member of the JV shall meet the following requirement: During the three years preceding participation in government procurement activities, the JV member shall have no record of major violations of laws or regulations or material breaches of contract in its business activities, shall have a good social reputation, and shall not have been subject to any administrative penalty imposed by an administrative authority at or above the county level for violations of laws or regulations. The Bidder shall provide the corresponding supporting documents or a Letter of Commitment (in a self-prepared format) to demonstrate compliance with the above requirement. Average Annual Turnover The Bidder’s minimum average annual turnover for the years 2023 to 2025 shall be no less than RMB 7.5 million. Note: In the case of a Joint Venture, the lead member and other JV member(s) shall collectively meet the above requirement, provided that the lead member shall meet at least 50% of the above requirement (i.e., an average annual turnover of no less than RMB 3.75 million over the most recent three years). Contract Experience During the past three years (from January 1, 2023 to the Bid submission deadline), the Bidder shall have experience in providing professional services or training in fields related to One Health, such as zoonotic disease prevention and control, antimicrobial resistance, food safety risk monitoring, environment and health, occupational health, emergency management, and other relevant areas. The Bidder shall have completed at least two contracts for professional services or training in One Health-related fields commissioned by relevant government departments at or above the county level, with each contract having a value of no less than RMB 100,000. The Bidder shall provide scanned copies of the key pages of the relevant commission contracts or agreements, including the contract cover page, page specifying the procurement/service content (clearly demonstrating that the services fall within a One Health-related field), contract amount page, signature and seal page, and contract signing date page. Note: In the case of a Joint Venture, the lead member and other JV member(s) shall collectively meet the above requirements. Key Personnel The Bidder shall provide the corresponding supporting documents in its Bid in accordance with the requirements for the relevant Key Personnel specified below. NO Position Qualification Requirements Tasks and Responsibilities Man-Months Supporting Documents 1 Project Director (Project Manager) A bachelor’s degree or above, with a senior-level professional and technical title in public health or a relevant One Health field. Experience in overall project coordination and management, with strong capabilities in cross-departmental coordination, budget control, and emergency response. Overall coordination of the implementation of the project and development of the overall work plan for training implementation; Liaising with Hainan University and other partner organizations and coordinating the resolution of various issues arising during project implementation; Monitoring and controlling the quality, progress, and use of project funds; Reviewing various deliverables and materials and taking the lead in preparing the overall project report. 1 person, 15 months (1) Copy of the graduation certificate and copy of the degree certificate or other supporting document evidencing the degree qualification; (2) Copy of the professional and technical title certificate; (3) Curriculum Vitae (CV) (in a self-prepared format); (4) Letter of Commitment issued by the Bidder regarding the qualifications and capabilities of the proposed Project Manager, duly affixed with the Bidder’s official seal; (5) For currently employed personnel, proof of social security contributions for the most recent six months shall be provided; for retired personnel re-employed by the Bidder, proof of salary payment for the most recent six months shall be provided. 2 Project Management Personnel Bachelor’s degree or above, with an intermediate-level or higher professional and technical title in public health or a relevant One Health field. Good communication and organizational skills, with strong capabilities in managing various project records and documentation. Proficient in the use of office automation software, with extensive experience in training planning, organization, coordination and control, and emergency response. Responsible for purchasing round-trip air tickets for participants and experts, booking and paying for hotel accommodation, coordinating airport/train station transfers and local transportation, and other related arrangements; coordinating accommodation, meals, materials procurement, and other logistics support during the training; and organizing supporting documents and records for logistics-related expenses. 3 persons, 5 months each (1) Curriculum Vitae (CV) (in a self-prepared format); (2) Letter of Commitment issued by the Bidder regarding the qualifications and capabilities of the proposed Logistics Support Personnel, duly affixed with the Bidder’s official seal; (3) For currently employed personnel, proof of social security contributions for the most recent six months shall be provided; for retired personnel re-employed by the Bidder, proof of salary payment for the most recent six months shall be provided. 6 Technical Support Personnel The personnel shall have at least 3 years of experience in computer and multimedia technical support, be proficient in the operation of equipment for online and offline training, video recording, and document archiving, and have basic capabilities in troubleshooting network failures.
