Grants 0947/0948-SAM: Alaoa Multipurpose Dam Project and Title: Contract No. Works-01a Construction of Multipurpose Dam and Small Hydro Power and Title: Plant Deadline for Submission of 2 November 2026, 10:00AM (Samoa local time) Bids: 1 The Independent State of Samoa has received financing from the Asian Development Bank (ADB) toward the cost of Alaoa Multipurpose Dam Project. Part of this financing will be used for payments under the Contract named above. The eligibility rules and procedures of the ADB will govern the prequalification and the bidding process. 2. The Ministry of Works, Transport and Infrastructure (MWTI) (the “Employer”) intends to prequalify firms for: Works-01a Construction of Multipurpose Dam and Small Hydro Power Plant. 3. Only eligible Applicants with the following key qualifications defined in the Prequalification Document may participate in this prequalification. • Eligibility • History of Nonperforming Contracts • Suspension Based on Execution of a Bid-Securing Declaration • Pending Litigation and Arbitration • Historical Financial Performance • Average Annual Turnover • Contracts of Similar Size and Nature • Experience in Key Activities; and • Organizational Environmental, Health and Safety System No more than 3 of the highest ranked eligible Applicants will be shortlisted. 4. It is expected that the Invitation for Bids will be made in Q2 2027. 5. Applicants shall submit their Applications electronically through the Government of Samoa e-Tendering Portal https://portal.tenderlink.com/mof_samoa/ on or before the deadline for submission of Applications specified above. The Employer reserves the right to accept or reject late Applications. 8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications. 9. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
