Invitation for Bids Date 02 September 2026 Grant No. and 52031-003 VAN: Greater Port Vila Urban Resilience Project – Second Title Additional Financing GPVURPW(L)-02: Construction of Multipurpose Gender Responsive Contract No. Emergency Shelters and Title Lot 1 Ohlen-Freswind, Lot 2 Agathis stadium, and Lot 3 Nambatri Deadline for Submission of 02 November 2026 at 09:00 hours Vanuatu time Bids 1. The Government of Vanuatu has applied for financing from the Asian Development Bank (ADB) toward the cost of Greater Port Vila Urban Resilience Project - Second Additional Financing. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Ministry of Internal Affairs (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Construction of three Multipurpose Gender Responsive Emergency Shelters (“the Works”) of 732m2 each with: • Ground floor: Triage area room, 2 kitchens, washrooms, storage area, electrical room, stage • Mezzanine level: 3 offices, toilets, coffee room, 6 water tanks 10,000L • Outdoor facilities: access road, parking area, Porte cochere for the main entrance, disabled access ramp, drainage pits, septic tanks, soak away pits, grease trap, wash tubs, solid waste storage, generator The number of lots comprising this bidding process is: Three (3). A Bidder may bid for one or more lots. 3. International Open Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: Key Experience Requirement: Participation in at least two (2) contracts that have been successfully or substantially completed between 1st January 2018 and bid submission deadline, and that are similar to the proposed works, where the value of the Bidder’s participation under each contract exceeds as follows: o Lot 1: USD 1,600,000 o Lot 2: USD 1,600,000 o Lot 3: USD 1,600,000 The similarity of the Bidder’s participation shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements. Key Financial Requirement: • Minimum average annual construction turnover for each of the lot as follows: o Lot 1: USD 2,400,000 o Lot 2: USD 2,400,000 o Lot 3: USD 2,400,000 calculated as total certified payments received for contracts in progress or completed within the last Two (2) years (2024-2025). For aggregates of bids of multiple lots, the requirements are: o Bid for 2 lots: USD 4,800,000 o Bid for 3 lots: USD 7,200,000 The qualification criteria are more completely described in the Bidding Document. 5. Any request for clarification shall be sent 10 days before the bid submission deadline through the Tenderlink portal: http://www.tenderlink.com, and the Employer will respond through Tenderlink. 7. A Pre-Bid meeting will take place on 07 September at 9:00 hours at Ministry of Internal Affairs conference room followed by a site visit to the newly built Seaside Emergency shelter. 8. Bidders shall submit their Bids electronically through the following web portal: http://www.tenderlink.com on or before the deadline 02 November 2026 at 09:00 hours, Vanuatu time. Late bids and hard copies submissions will not be accepted. All bids must be accompanied by a duly signed Bid Securing Declaration as described in the Bidding Document. 9. Bids will be opened immediately after the deadline. Bidders will have the option to attend the electronic bid opening via an online conferencing system (Teams). The link to the virtual opening will be sent to all bidders through http://www.tenderlink.com seven days prior to the opening. 10. The Bidder shall bear all costs associated with the preparation and submission of its bids and the Employer shall not be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.
