SC 127288 REG: Treasury Risk Systems Strategy Consultant

The Senior Treasury Risk Systems Strategy Consultant will play a critical role in current state assessment, planning of future state, and recommending strategic options to address ORM and TD requirements. The purpose of the assignment is to develop a Treasury Risk Management Systems Strategy and provide independent advice to resolve the strategic question concerning platforms/systems that are used by TD and ORM. Detailed Tasks and/or Expected Output The Senior Treasury Risk Systems Strategy Consultant will work directly with the ITD, TD and ORM, as well as engaged vendors, if needed. Specifically, the Senior Treasury Risk Systems Strategy Consultant will: • Assess and document the current and future Treasury risk business capabilities that ADB requires. This covers current processes, data, models, controls, reports, and systems support those capabilities. • Conduct an objective strategic assessment of the existing systems, including functional fit, architecture, sustainability, costs, risks, and implementation implications. • Recommend the appropriate future-state role of each platform, including rationalization, coexistence, consolidation, integration, replacement, or phased transition options. • Define a target operating model, target application and data architecture, governance model, and sourcing approach. • Develop a prioritized and sequenced roadmap that can guide investment, procurement, implementation, and change management decisions. Minimum Qualification Requirements Education: • The candidate must possess an Advanced degree in finance, economics, financial engineering, mathematics, risk management, business administration, information systems, computer science, or a related discipline. A relevant bachelor’s degree combined with substantial directly relevant experience may be accepted. Technical Skills: • At least 15 years of relevant professional experience in Treasury, financial risk management, risk technology, or treasury transformation. • Demonstrated experience defining a Treasury risk systems strategy, target operating model, target architecture, or platform rationalization roadmap. • Strong working knowledge of market risk, liquidity risk, asset and liability management, valuation, stress testing, scenario analysis, limit monitoring, and risk reporting. • Demonstrated ability to translate business and quantitative requirements into system, data, architecture, control, and implementation requirements. • Experience in a multilateral development bank, development finance institution, supranational institution, central bank, or comparable financial institution is strongly preferred. Soft Skills: • Experience in leading senior stakeholder workshops and presenting strategic recommendations to executive or governance bodies. • Excellent written and spoken English. • Able to liaise with relevant IT teams to develop effective solutions.
