GRANT-0361 NEP: Project Preparatory Facility for Energy - E3 Construction Expert Engineering Geologist for Constructability Review, Quantitative Risk Assessment (QRA) and Schedule Risk Assessment (SRA) of Dudhkoshi SHEP (E-047036-001)

CE-EG will work together with a Construction Expert – Construction Management and Contracts (CE-CMC) and Risk Analyst (CE-RA). CE-EG shall be responsible to conduct required studies, including field visit, review project engineering documents, discussions with Project team, Consultant and other experts, to determine constructability of the Project, determine potential variation in estimate of quantities and construction schedule from an engineering geological perspective including TBM related risks. To ensure a unified assessment of site conditions, the CE-EG shall conduct the site visit concurrently and in close coordination with the CE-CMC and CE-RA; however, the specific duration of each expert’s field presence may be adjusted according to their individual technical responsibilities. CE-EG will provide relevant inputs to the CE-CMC in finalizing the report on Constructability of the Project and shall provide inputs to the CE-RA on quantity and schedule variations for probabilistic assessments. These inputs shall be provided in a workshop that will be led by the CE-RA and shall be conducted at the Project Office together with CE-CMC, Project Team and Consultants. CE-EG will also review the proposed construction methodologies and suggest proposals to construction methodologies and techniques to justify construction period of 7 years. The CE-EG shall share technical expertise and knowledge through meetings, consultations and field visits. The CE-EG shall document the results of each of its visits including the overall conclusions and recommendations. The expert shall maintain the confidentiality of all confidential information which shall not be disclosed to any third parties without the written consent of DKSHEP The essential details of the Project for this assignment; reports and other details will be provided to the selected consultant Detailed Tasks and/or Expected Output The detailed tasks and responsibilities for the CE-EG shall include, but will not be limited to the following works: 1. Review of Project reports regarding geology, geotechnical investigations, consultant’s design documents and drawings, Geotechnical Baseline Report, Geotechnical Data Report; 2. Site visit to assess ground conditions for the proposed studies on constructability, QRA and SRA 3. Assess if rock class estimates are adequate, assign deviation possibilities along the tunnel alignment and at underground powerhouse location. 4. Assess the geological risks specifically for TBM Tunneling along the HRT alignment, including the adequacy of the GBR, as governed by the FIDIC Emerald Book, and assigning deviation possibilities for rock class and support considering TBM operation. 5. Determine the adequacy of rock support design and assign deviation along tunnel alignment and at underground powerhouse location. 6. Determine the adequacy of subsurface investigations at the dam and spillway location. Assign deviation possibilities along the surface and subsurface excavations, abutments, drainage galleries, etc. 7. Assess construction methodology for dam area excavations; 8. Determine the adequacy for construction of 220-m high CFRD, availability of construction materials, construction planning and sequencing; 9. Assess Constructability of the Dam, headrace and tailrace tunnels, underground powerhouse complex and construction technique/methodology; 10. Provide training to the Project team on the industry-standard software utilized for QRA and SRA, as well as the interpretation of its outputs, if required by DKSHEP. 11. Participate in the Constructability and QRA & SRA Workshop. Provide inputs to the QRA and SRA of important project structures – dam, spillway, headrace tunnel, underground powerhouse complex, tailrace tunnel. 12. Conduct assessment of schedule of dam construction and of tunnels using industry-standard software. 13. Provide reports on engineering geological aspects of the works conducted for this assignment. This will be compiled by the CE-CMC for the final Constructability Report and by the CE-RA for the QRA and SRA reports. With particular reference to pandemic disease outbreaks, any need for international and/or national travel shall be assessed by DKSHEP and the Consultant using DKSHEP's advice at the time of travel. Subject to DKSHEP's approval, the Consultant may use remote video technology meetings to replace face to face meetings as considered necessary. Minimum Qualification Requirements The CE-EG shall have the following minimum Qualification and Experience: 1. Master’s degree or equivalent in Engineering Geology; 2. At least 20 years General Experience in Hydropower Project (Project Identification, Project Development, Construction Management, Operation and Maintenance) 3. Experience in Construction of at least one hydropower projects with underground structures with installed capacity of 300 MW or above 4. Experience in Constructability Review, QRA & SRA of at least one hydropower projects with installed capacity of 300 MW or above. 5. At least 10 Years International Experience (other than Home Country) in Development and Construction of Hydroelectric Projects 6. Experience in Construction of at least one hydropower projects with installed capacity of 100 MW or above in Himalayan Geology (Nepal, Pakistan, Bhutan, India, Myanmar, Afghanistan).
