The developer will work directly with the CTOC-SSG Data and Analytics team, Controller’s department. Specifically, the Developer will: • Elicit, analyze, and document business requirements from CTL units, and translate them into technical specifications, data models, and dashboard designs that are fit for purpose. • Design, build, and maintain Power BI dashboards, paginated reports, semantic models, and dataflows for CTL, applying usability, accessibility, and performance best practices (e.g., DAX optimization, incremental refresh, composite models, row-level security). • Provide technical support by troubleshooting and resolving issues raised by CTL business users on existing CTL dashboards and reports, performing root cause analysis, and implementing permanent fixes. • Extract and ingest data from relevant source systems using appropriate ingestion methods, in compliance with the ADB Data Platform Architecture (AIDE) and in coordination with the ITD teams. • Design, develop, and orchestrate scalable data and big data pipelines (e.g., Azure Data Factory, Databricks/Apache Spark, Delta Lake) that feed the CTL data marts in accordance with the approved data model. • Perform database administration tasks for CTL data assets, including managing Azure SQL databases, performance tuning and indexing, capacity and refresh monitoring, backup and recovery, and access control and security hardening. • Apply relevant AI-enabled tools and services (e.g., AI-assisted development tools, Copilot capabilities in Power BI and Microsoft Fabric, and Azure AI services) to accelerate development and enrich analytics, in compliance with ADB guidance on the responsible use of AI. • Embed controls-aware design in all deliverables, including reconciliation and data quality checks, audit trails, validation rules, and appropriate segregation of duties. • Ensure compliance with the ADB Data Platform Architecture (AIDE), ADB software engineering standards, and applicable data governance, classification, and security requirements. • Maintain an in-depth understanding of the data pipelines that feed data into the data marts according to the data model, and of the CI/CD pipelines used to deploy solution components. • Leverage technical components such as Azure Data Factory, Azure Data Lake, Databricks, Azure Blob Storage, Azure SQL databases, Microsoft Fabric, and Power BI. • Prepare and maintain standard operating procedures (SOPs), technical documentation, user guides, and support runbooks, and conduct knowledge transfer and handover sessions for CTL staff. • Work with the CTL and IADA teams to ensure the timely delivery of project objectives. Detailed Tasks and/or Expected Output See Scope of Work Minimum Qualification Requirements Required: • Bachelor’s degree in computer science, information systems, information technology, accounting, or a related field. • At least 7 years of experience as a data developer, business intelligence developer, and/or data engineer, preferably in the banking, financial services, or international organization sector. • Expert-level proficiency in Power BI, including DAX, Power Query (M), tabular semantic modeling, rowlevel security, deployment pipelines, and report performance optimization. • Strong experience in big data engineering, including Databricks/Apache Spark, Delta Lake, Azure Data Factory, and Azure Data Lake, and in designing ETL/ELT processes for large data volumes. • Solid database administration skills, including administration of Azure SQL databases and/or SQL Server, advanced T-SQL, query and index tuning, security and access management, and backup and recovery. • Working knowledge of current AI-enabled tools relevant to data and analytics delivery (e.g., AIassisted development tools, Copilot capabilities in Power BI and Microsoft Fabric, and Azure AI services), with an understanding of responsible AI practices. • Demonstrated experience working with finance, accounting, treasury, or internal control units, with a sound understanding of accounting and control concepts (e.g., general ledger, disbursements, reconciliations, financial reporting) and the ability to translate business users’ requirements into appropriate technical solutions. • Experience in Azure DevOps and CI/CD pipelines for the deployment, testing, and version control of solution components. • Experience in designing and setting up data marts and dimensional models (e.g., star schema). • Ability to liaise effectively with relevant CTL and IT teams to develop effective solutions, with strong stakeholder management skills. • Strong communication skills in both spoken and written English, including the ability to explain technical concepts to non-technical finance and accounting users. • Experience working with ITIL and/or Scrum/Agile frameworks. Desired: • Relevant Microsoft certifications (e.g., PL-300 Power BI Data Analyst, DP-600 Fabric Analytics Engineer, DP-203 Azure Data Engineer). • Experience with Microsoft Fabric, the Power Platform (Power Automate, Power Apps), and Python for data engineering or analytics. • Familiarity with data governance and cataloging tools (e.g., Microsoft Purview) and data quality frameworks. • Prior experience with multilateral development banks or other international financial institutions.
