The consulting assignment will support Bangladesh Railway in developing a strategic framework for carbon crediting by validating existing GHG assessments, identifying categories of investments with carbon crediting potential, and defining pathways for scaling these opportunities across the railway system. This includes assessing eligibility under relevant methodologies, outlining Monitoring, Reporting and Verification (MRV) requirements, and estimating potential revenue streams. The assignment will provide a strategy and action plan to enable Bangladesh Railway to design, register, and implement carbon crediting activities at scale, contributing to national climate objectives and enhancing the financial sustainability of low-carbon railway investments. Detailed Tasks and/or Expected Output Output 1: Programmatic Carbon Crediting Opportunity Assessment and Revenue Analysis The objective of this output is to assess the eligibility of Bangladesh Railway’s current and planned investments for carbon crediting through a programmatic and scalable approach. This includes identifying categories of activities across the railway system that could generate tradable emission reductions, assessing their applicability under voluntary carbon markets, bilateral mechanisms (e.g., JCM), and Article 6 of the Paris Agreement, and estimating associated revenue potential. The Chattogram–Dohazari Railway Project will be used as an initial case study to ground the analysis. The assessment shall prioritize scalable and programmatic approaches to carbon crediting, enabling replication across multiple investments and development of a pipeline of eligible activities over time. 1.1 Screening of Carbon Crediting Opportunities and Methodologies Rationale: Carbon crediting eligibility depends not only on project characteristics but critically on the availability and applicability of approved methodologies. Given the limited availability of railspecific methodologies, a broader screening of investment types and methodological pathways is required. Tasks: 1. Identify and categorize current and planned Bangladesh Railway investments and operations with GHG mitigation potential, including infrastructure, rolling stock, operational measures, and non-core activities (e.g., energy supply, station energy efficiency) 2. Review relevant carbon crediting methodologies and standards (e.g., Verra VCS, JCM, emerging Article 6 mechanisms), including but not limited to the following: a. rail and transport methodologies (e.g., modal shift, fleet efficiency) b. cross-sector methodologies (e.g., renewable energy, energy efficiency) 3. Assess the availability and limitations of existing methodologies and identify categories of projects where suitable methodologies do not currently exist. 4. Identify methodology gaps and assess the feasibility of: a. adapting existing methodologies b. developing new methodologies (including estimated timelines, risks, and costs) 5. Identify opportunities for aggregating similar activities across projects and locations into a programmatic carbon crediting approach 1.2 Additionality and Policy Environment Analysis Rationale: A programmatic approach requires assessing additionality across multiple dimensions, including financial viability, policy and regulatory context, and market drivers, to determine whether emission reductions are incremental to business-as-usual and not already mandated or financially viable without carbon revenues. Tasks: 1. Conduct high-level investment analysis to assess financial viability of representative interventions with and without carbon revenues 2. Perform common practice assessment to determine whether identified investment categories are already widely implemented within the sector or nationally, and assess implications for additionality 3. Review national climate policies, NDC commitments, and sectoral regulations to identify: a. potential conflicts with additionality b. eligibility constraints under Article 6, including alignment with NDC accounting and risks of double counting 4. Assess risks to additionality and propose mitigation strategies, 5. Assess the implications of host country authorization and corresponding adjustment requirements for participation in Article 6.2 mechanisms. 1.3 Baseline Scenario Validation and Component Disaggregation Rationale: Robust baseline definition is critical for crediting, particularly for modal shift and systemlevel interventions where counterfactual scenarios are complex. Tasks: 1. Review and validate existing GHG baseline and emissions reduction estimates for the Chattogram– Dohazari project and assess their relevance and applicability to broader railway investment categories 2. Assess baseline assumptions, emission factors, and calculation approaches against relevant methodologies 3. Disaggregate emissions and mitigation impacts across key activity categories (e.g., traction energy, modal shift, operational efficiency). 4. Develop indicative baseline setting approaches for priority investment categories where methodologies are not established, including modal shift and system-wide efficiency improvements 5. Identify data gaps and recommend improvements to support future verification 1.4 Emission Reduction, Transaction Cost and Revenue Potential Estimation Rationale: Estimation of emission reductions and realistic revenue streams must reflect uncertainty, transaction costs, and market conditions across different crediting pathways. Tasks: 1. Estimate emission reduction potential for priority investment categories (e.g., modal shift, electrification, energy efficiency) 2. Apply or adapt relevant calculation approaches consistent with existing methodologies or best practice tools 3. Conduct sensitivity analysis to reflect uncertainty in: a. demand growth / modal shift b. energy mix and emission factors c. operational performance 4. Estimate carbon credit volumes and revenue potential under different crediting scenarios, including: a. voluntary markets b. bilateral mechanisms (e.g., JCM, Article 6.2) c. emerging Article 6.4 mechanism 5. Assess transaction costs, including: a. project development b. validation and verification c. registry and issuance fees 6. potential host country charges (e.g., corresponding adjustment fees) 7. Compare net revenue potential across crediting pathways and scales (project vs programmatic) 1.5 Carbon Crediting Strategy and Programmatic Roadmap Rationale: This sub-task synthesizes findings into actionable guidance for Bangladesh Railway. It identifies the most viable crediting pathway, outlines next steps for registration; the required data and monitoring requirements, and highlights opportunities for future-proofing under evolving Article 6.4 rules and national carbon finance readiness defined under Bangladesh’s national carbon finance roadmap. Tasks: 1. Provide comparative analysis of carbon crediting pathways, considering eligibility, additionality, scalability, revenue potential, and implementation complexity 2. Identify priority investment categories and define a pipeline of carbon crediting opportunities across Bangladesh Railway (short-, medium-, and long-term) 3. Develop a programmatic carbon crediting strategy, including approaches for aggregating activities across projects and enabling future investments to participate 4. Define Monitoring, Reporting, and Verification (MRV) requirements and outline a practical MRV system, including data collection processes, responsibilities, and integration with existing railway systems 5. Identify institutional roles, including requirements for coordination with national authorities responsible for Article 6 and carbon market participation 6. Develop an implementation roadmap, including timelines, key milestones, decision points, and critical risks (e.g., methodology availability, regulatory approvals) Minimum Qualification Requirements The expert should have a masters degree in economics, engineering, finance, or a related field.
