LOAN-4785 THA: Climate-Smart Health Services System Enhancement Project - CS01 Program Management and Construction Supervision Consultant (PMCSC) (E-056095-001)

Objective and Purpose of the Assignment The major objectives of the Consultant’s services are: 1. Provide project and program management services. 2. To function as “the Engineer” in administering all contracts and ensuring completion of construction and installation of equipment in accordance with all contract provisions. 3. To closely coordinate with the Employer (MOPH) and each implementing agency (HAD/MOPH and 5 hospitals). 4. To monitor compliance of the civil works contractor (refer to as “Construction Contractor” or “Contractor”) for the Government’s environmental laws, the ADB Safeguard Policy Statement (SPS), and the implementation of the Environmental Management Plan (EMP) of the Project. 5. To ensure that all construction is undertaken in accordance with relevant and appropriate health and safety regulations and practices. 6. To assist the Employer in the evaluation of the Project in accordance with applicable provisions of the Government Procurement and Supplies Management Act, B.E. 2560 (2017), ensuring comprehensive alignment with overall ADB guidelines and frameworks. 7. To facilitate the integration of climate and gender in the construction and provision of equipment, as well as in the conduct of related capacity building activities.
