Invitation for Bids Date: 1 September 2026 Loan No. 4785-THA: Climate-smart Health Services System Enhancement Project and Title: Contract No. CW05: Construction of 18-storey Medical Center of Excellence Building and Title: of Maharat Nakhon Ratchasima Hospital Deadline for Submission of 19 October 2026 at 14:00 Hours (Bangkok Time) Bids: 1. The Kingdom of Thailand has received financing from the Asian Development Bank (ADB) toward the cost of Construction of 18-storey Medical Center of Excellence Building Maharat Nakhon Ratchasima Hospital. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Maharat Nakhon Ratchasima Hospital, Ministry of Public Health (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Construction of 18-storey Medical Center of Excellence Building Maharat Nakhon Ratchasima Hospital (“the Works”). 3. Open competitive bidding – International advertisement will be conducted in accordance with ADB’s Single-Stage: One-Envelope without Prequalification procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: a) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. b) Average Annual Construction Turnover: Minimum average annual construction turnover of 1,700 million Thai Baht calculated as total certified payments received for contracts in progress or completed, within the last three (3) years. c) Financial Resources: Availability of, or access to, liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement of at least THB 283 million, net of its financial obligations for its own current contract commitment. If a Bidder is a joint venture, all partners combined must meet the requirement amount, one partner must meet at least THB 113 million and each other partner(s) must meet at least THB 71 million. d) Construction Experience: Participation as a contractor or Joint Venture partner in at least one contracts that have been satisfactorily and substantially completed within the last 10 years counting up to the bid submission deadline and that is similar to the proposed works, where the value of the Bidder’s participation exceeds THB 2,717 million. The similarity of the Bidder’s participation shall be based on the construction of high-rise buildings with a basement and extra-large buildings as defined by the Ministerial Regulation No.33 (B.E. 2535). e) For the above or other contracts executed during the period stipulated in d),a minimum construction experience is required in the following key activities: i. (Monday – Friday between 8:30 AM – 4:30 PM (Bangkok Time). • Bidding document can be downloaded free of charge. 7. A pre-bid meeting shall take place on 14 September 14 2026 at 9:00 AM (Bangkok Time) at the Maharat Nakhon Ratchasima Hospital. Bidders are requested to notify Maharat Nakhon Ratchasima Hospital through the above mentioned E-mail at least 72 hours in advance of names (up to a maximum of two people) of those who will attend. 8. When comparing Bids, Domestic Preference shall not be applied. 10. Please note that the Construction Cost is jointly funded by ADB’s loan, which covers 80% of the procurement cost, and the Government of the Kingdom of Thailand, which shall provide a 20% counterpart fund. The 7% rate of value-added tax (VAT) applies only to the portion financed by the Government of the Kingdom of Thailand’s counterpart fund.
