Baku Metro Expansion Project - Phase II (Green Line)

General Procurement Notice (GPN) Country: The Republic of Azerbaijan Project: Baku Metro Expansion Project – Phase II (Green Line) Project No.: P001107 Project Implementing Agency/Entity: Baku Metropolitan CJSC 1. The Republic of Azerbaijan intends to apply for financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Baku Metro Expansion Project – Phase II (Green Line), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. 2. The project will include the following components: Component 1 - Civil works for the construction of tunnels and underground stations, including installation of electromechanical systems; Component 2 – Modernization of signaling and telecommunication systems; Component 3 - Advisory services for implementation support, E&S management, and institutional capacity building. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank's Procurement Instructions for Recipients (PIR), and is open to all eligible firms and individuals as defined in the PIR. The Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Procurement of the modernization of signaling and telecommunication system contract may be subject to ADB Procurement Policy, depending on the final co-financing arrangements between AIIB and ADB. 4. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the Bank’s external website and Baku Metropolitan CJSC website. 5.
