Construction of Dual Gauge Railway Line from Bogra to Sirajganj

General Procurement Notice (GPN) Country: Government of the People’s Republic of Bangladesh Project: Construction of New Dual Gauge Railway Line from Bogura to Sirajganj Project No.: P001105 Project Implementing Agency/Entity: Bangladesh Railway, Ministry of Railways 1. The Government of the People’s Republic of Bangladesh intends to apply for financing in the amount of US$ 712.06 equivalent from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Construction of New Dual Gauge Railway Line from Bogura to Sirajganj, and it intends to apply part of the proceeds to payments for goods, works and consulting services to be procured under this project. 2. The project will include the following components: Component 1 – Civil Works: Construction of approximately 85.67 km of dual-gauge railway line, including 33.25km loop lines, 11 stations, bridges, culverts, and associated drainage structures, incorporating climate-resilient design measures. Component 2 – Railway Systems and Tracks: Installation of modern signaling and telecommunications systems to enhance safety, operational efficiency, and network capacity. Component 3 – Project Management and Institutional Strengthening: Provision of consulting services for project management support, construction supervision, safeguards implementation, and institutional capacity building for Bangladesh Railway. 3. The procurement under the above components is expected to include: ▪ Works: Civil works contracts for construction of railway line, road over bridge(ROB),rail flyover(RFO), stations, bridges, culverts, and associated infrastructure including track materials, signaling and telecommunications with other ancillary works. ▪ Goods: Supply and commissioning of BG ballast tamping machine and BG track car with two trailers ▪ Consulting Services: Construction supervision services for project implementation support and individual consultants for support PIU. 4. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Procurement Instructions for Recipients (PIR, July 2024) and is open to all eligible firms and individuals as defined in the PIR. 5. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the Bank’s external website and Bangladesh Railway’s website, as well as local newspapers. 6. Prequalification of suppliers and contractors will be required for the following contracts (NOT APPLICABLE). 7.
