Reconstruction of A-27 Highway Atyrau-Dossor Section Project

General Procurement Notice (GPN) Country: Republic of Kazakhstan Project: Kazakhstan Reconstruction of A-27 Highway Atyrau-Dossor Section Project No.: P001023 Project Implementing Agency/Entity: “KazAvtoZhol National Company Joint Stock Company” (QAJ) 1. KazAvtoZhol has applied for financing in the amount of US$238 million equivalent from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of Kazakhstan Reconstruction of A-27 Highway Atyrau-Dossor Section and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of Kazakhstan. 2. The project will include the following components: Component 1: Design and construction of the selected road sections of A-27 Highway. The Component will include reconstruction and upgrading (from 2- to 4-lanes) of 86 km road section (K512-K598) of the A-27 Highway between the city of Atyrau and Town of Dossor in the Atyrau Region of Kazakhstan in one DBM contract. The Project’s scope includes the expansion and construction of dual-carriageway with Category I-b, with key features including, among others: new embankments with raised vertical alignment; climate-resilient pavement and drainage infrastructure, 136 culverts, 30 cattle underpasses, four bridges, road signs and markings, slope protection along embankment, three railway overpasses, 16 agricultural machinery overpasses, one interchange, and two rest areas with warm toilet facilities. Additionally, the Project will cover the relocation or protection of existing utility networks, such as water pipes, electrical transmission lines, telecommunication lines, gas and oil pipelines. The Project will continue the DBM contract mode, the same practice as the other ongoing road projects in Kazakhstan, where contractors will design, build, and maintain the established infrastructure. As a DBM contract, the contract will include one year design, three-year construction period, and seven-year maintenance under a performance-based model. The design and build phases will be financed by the loans whereas payments during the maintenance phase will be financed with the tolling revenue or the state budget based on pre-defined performance indicators with penalty clauses. The Project also plans to support the required construction supervision, implementation support, and capacity building activities. Procurement under Component 1 will include a single D&B works contract procured under international open competitive tendering (IOCT) Component 2: Construction Supervision Consultant (CSC) of the selected road sections of A- 27 Highway. This is to engage the CSC/s as the Engineer to supervise the design and construction of the road improvement works of the Atyrau and Dossor road section, monitor implementation progress, certify payments, and ensure quality compliance. Procurement under Component 2 will include a single consulting-services contract procured through competition among qualified short-listed firms in which the selection is based on the quality and cost of the proposal. Component 3: Project implementation support and Institutional Capacity Enhancement. This is to engage a Project Management Consulting firm with proven qualification and experience in engineering, environmental and social, contractual management, and financial management to support the Borrower and Project Implementing Unit (PIU) during design and construction stages to ensure high-quality implementation in full compliance with the Bank’s requirements. Procurement under this component will include a single consulting-services contract procured through competition among qualified short-listed firms in which the selection is based on the quality and cost of the proposal. Sub-Component 3.3. To enhance the QAJ. institutional capacity, strengthen the project quality and promote the adaptation of international good practices in road sector investment and operations in Kazakhstan Procurement under this subcomponent, provided funds availability, would mainly include small consulting services contracts with firms or individuals procured through competition among qualified short-listed firms in which the selection will be based on appropriate selection methods. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Procurement Instructions for Recipients (PIR), and is open to all eligible firms and individuals as defined in the PIR.1 After project/loan negotiations, the Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. 4.
