TCDD Railway Maintenance Modernization Project

General Procurement Notice (GPN) Country: Türkiye Project: TCDD Railway Maintenance Modernization Project Project No.: P000951 Project Implementing Agency/Entity: General Directorate of Turkish State Railways (TCDD) 1. The Republic of Türkiye has applied for financing in the amount of EUR350 million from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of TCDD Railway Maintenance Modernization Project (the Project) and it intends to apply part of the proceeds to payments for goods, and consulting services to be procured under this Project. 2. The Project will include the following components: Component A: Maintenance Machinery Acquisition. This component will finance the procurement and modernization of key railway maintenance machinery to support the efficient upkeep of Türkiye’s expanding rail network. AIIB financing will cover 99 machines, including equipment for track repair, overhead line maintenance, ballast regulation, and general inspection. The machinery to be financed under this component have been grouped into seven contracts under the following. • 8 pieces Switch tamping machine and 11 pieces Tamping Machine (Continuously Action with 32 tamping tines) • 6 pieces Dynamic Track Stabilizer • 7 pieces Ballast Regulator • 1 piece Rail Grinding Machine • 1 piece Rail Milling Machine • 24 pieces Catenary Maintenance Vehicle • 41 pieces Track Maintenance Vehicle Component B: Institutional Capacity Strengthening. This component will support consultancy services to strengthen TCDD’s institutional capacity. Activities will include support for the Project Implementation Unit (PIU) within TCDD, training for operators and staff, and specialized advisory services. 3. Procurement of contracts financed by the Bank will be conducted through the procedures as specified in the Bank’s Directive on Procurement Instructions for Recipients (PIR, July 26, 2024) and is open to all eligible firms and individuals as defined in the PIR. The Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. 4.
